A top bureaucrat who oversaw Robodebt has admitted Federal cabinet was misled when the debt recovery scheme was approved, but she denies it was deliberate. Appearing for the third time Kathryn Campbell has told the Royal Commission it was a "significant oversight" not to reference the need for changes in the law.
