A member of the Manila Police District (MPD) walks in front of the Minor Basilica of the Black Nazarene (Quiapo Church) while a few Catholic devotees pray on March 24, 2021. Malacañang has threatened to use police powers to close down churches that will hold masses and other religious gatherings in Metro Manila and nearby provinces in light of the coming observance of Holy Week by the Catholic faithful. Bishop Broderick Pabillo had said that masses will continue in the archdiocese, which covers Manila, Pasay, Makati, Mandaluyong and San Juan, at 10 percent capacity but encourages the rest to attend services online.
