Tropical Storm Wipha moved away from Hong Kong on the morning of August 1, 2019, leaving the No 3 strong wind and amber rainstorm warning signals in place. At 1.40pm on July 31, the Hong Kong Observatory issued its first No 8 typhoon signal of the year as Wipha hit the city. The signal was downgraded to No 3 about 10 hours later.  Regions on the Chinese mainland were also affected, with heavy downpours and strong winds from Wipha hitting the southern provinces of Hainan and Guangdong.
