South Korea's human rights watchdog says cross-dressing Korea's traditional attire, Hanbok, should also qualify for free admission to palaces.
Currently, visitors can tour palaces in downtown Seoul for free as long as they come wearing Hanbok according to their biological sex.
The government says this rule upholds the tradition of wearing Hanbok the right way.
Some civil groups disagree, saying this dress code discriminates against those who wish to cross-dress.
The National Human Rights Commission of Korea has urged the government to revise the rule.
