Omar Abdullah's efforts to get the AFSPA at least partially lifted in the Valley have suffered a set back... The Union Law Ministry has given its opinion on the matter.Stating that the final decision will be taken by the Governor alone and also that he can overrule the recommendation of the State Government on the issue.
