A heavy rainstorm caused an underpass of Interstate 17 in Phoenix, Arizona, to flood on October 2.The rainfall comes from the remnants of Tropical Storm Rosa, and local news reports said it dropped over an inch of rain on the Phoenix area in the early hours of October 2.This footage posted by the spokesman for the Arizona Department of Transportation shows ADOT trucks blocking access to the flooded underpass.
