It turns out South Korea's intel agency reported on illicit imports of North Korean coal.... to the presidential security office last October.
The National Intelligence Service's probe revealed... three local firms imported the regime's products from Russia -- an apparent violation of UN resolutions and sanctions -- raising questions whether South Korea was implementing the punitive measures on Pyongyang.
The agency's chief Suh Hoon told a parliamentary panel about it on Tuesday,... with lawmakers quoting him as saying he brought up the issue, though not directly to the president.
On the planned opening of an inter-Korean liaison office in the border city of Kaesong,... Suh said,.... he doesn't see it as a violation of UN sanctions,...adding its purpose is to boost communication between the two sides.
