Spoiled Ballots Cast Pall Over Caribbean Elections

In several recent elections held in the Caribbean, the number of spoiled ballots were unusually high, raising the question of the legitimacy of the overall vote. Some voters spoil their ballots as a protest against the existing parties, but others unwittingly do so because of a lack of familiarity with how to properly mark their choice of candidates.
