Një sistem taksimi i sheshte apo progresiv? Dilema qe ka ndare ekonomistet nuk ka përgjigje te prere, por Krastio Petkov nga Bullgaria është nje partizan i taksimit te diferencuar, si forma me e mire e efektivitetit te politikave fiskale. Ekonomisti me eksperience 12 vjeçare ne sistemin fiskal, thotë se taksa e sheshte ne vendet ku aplikohet ka rritur informalitetitn tek shtresat me te ardhurave te mesme e te ulëta, ndërsa te ardhurat ne buxhet kane rene ndjeshem. Sipas tij ne Shqipëri, apo dhe çdo vend tjetër, ndryshmi i sistemit duhet te kryhet ne mënyre graduale, ne mënyre qe te mos ndikoje negativisht edhe tek investitorët e huaj. Sipas profesorit Ukraina dhe Rumania janë vendet qe i janë rikthyer sistemit progresiv, si forma me e mire e stabilitetit financiar. Por sot një nga te metat e taksës progresive është nxitja e informalitetit ne sektorin privat, i cili do te priret drejt evazionit. Ekonomisti bullgar ishte ftuar nga Partia Socialiste për te diskutuar mbi politikat fiskale, kryesisht për taksen progresive, një nisme kjo qe është propozuar nga opozita për tu aplikuar kur te vije ne pushtet.
