Mazhoranca kërkoi 2 jave kohe për tu njohur me draft propozimin e PS për amendimin e kushtetutës, ne nenet qe lidhen me zgjedhjen ne institucionet e larta te drejtësisë. Ne mbledhjen e pare te këshillit legjislativ qe mori ne shqyrtim nismën, te djathtët ironizuan me kohen, qe iu desh PS për tu njohur me një ligj te thjeshte. Nisma e PS parashikon prekjen e Kushtetutës ne 7 nene te saj, ne zgjedhjen me 3/5 e votave te parlamentit te anëtareve te Gjykatës se Larte, kushtetuese, prokurorit te përgjithshëm, por edhe te 3 anëtareve qe zgjedh parlamenti ne KLD. Për te shmangur vonesat dhe përdorimin politik te dekreteve te presidentit, siç ka ndodhur ne vitet e kaluara, te majtët kane propozuar afate te qarta te marrjes ne shqyrtim te tyre nga parlamenti. Gjithashtu është parashikuar, qe edhe zyrtaret e larte, te gjykohen ne çdo shkalle te gjyqësorit, veç presidentit te republikës, kur akuzohen për një vepër penale. Ne relacionin shoqërues te nismës, deputetet e PS thonë se u janë referuar kushtetutave te vendeve evropiane, duke synuar nxjerrjen e sistemit te drejtësisë jashtë ndikimit politik. Por vete taktika e përdorur nga mazhoranca për te fituar kohe ne shqyrtimin e nismës, duket se është një mënyrë për te testuar kartonët e opozitës, për projektligjin e kufizimit te imunitetit.
