Qeveria fokusohet tek biznesi duke ndërmarre një hap te ri për krijimin e lehtësirave procedurale për marrjen e lejeve në disa sektorë kyç. Kështu biznesi i ndërtimit pritet te jete përfituesi kryesor kur vetëm për kryeqytetin ekzekutivi, ka parashikuar reduktim te kohës dhe procedurave për te marre një leje për ndërtim. Nga 436 ditë, tani një leje për ndërtim do te merret brenda 35 ditëve, ndërsa është reduktuar ne 5 numri i procedurave nga 24 qe është aktualisht.
Ky vendim është diskutuar në mbledhjen e Task Forcës për reformën rregullatorë ne te cilën kryeministri Berisha ka theksuar domosdoshmërinë e këtyre ndryshimeve ne kushtet e një krize ekonomike. Kostoja e regjistrimit ulet me vetëm 100 leke nga 112 leke qe ka qene. Paga e referencës do të hiqet si takse nga punëdhënësi i një biznesi ndërsa janë parashikuar shkurtim te kohës, kostove dhe procedurave për pagesat e taksave për çdo biznes. Sa i takon tregtisë se jashtme, dokumentet për eksport do te reduktohen me me shume se gjysma. Me vetëm 3 dokumente nga 8 qe është aktualisht, mund të eksportoni ndërsa sa i takon importit do t'ju duhen vetëm 4 dokumente. Ne katër dite do të reduktohet koha për eksportin e produktit nga 19 dite që ishte. Në këtë reforme, janë parashikuar detaje dhe sa i takon zbatimit te kontratave, marrjes se kredive apo dhe mbrojtjen e investitorëve.
