Ne 20 shkurt, stafi i pedagogeve, studentet dhe administrata e shkollave te larta publike do ti drejtohen kutive te votimit për zgjedhjen e drejtuesve te rinj. Me shpalljen e ditës se votimit nga ministri i arsimit ne 11 universitete, ne 60 fakultete dhe mbi 250 departamente ka nisur fushata. Çdo universitet ka rregulloren e tij dhe komisionin qendror te zgjedhjeve. Me ngritjen edhe te komisioneve te fakulteteve dhe atij te apelimit nis zyrtarizimi i kandidaturave për drejtuesit e shkollave te larta. Thuajse te gjithë dekanët dhe rektoret aktuale synojnë një mandat te dyte, te drejte qe ua jep ligji i sapo ndryshuar i arsimit te larte. Ndryshe nga zgjedhjet e politikes, ne universitete votat përllogariten me përqindje. Kështu votat e gjithë stafit akademik përbejnë 75% te procesit, 20% e zë vota e studenteve dhe 5% ajo e administratës publike. Por a do te shtyhet sezoni i provimeve te studenteve qe këtë vit përkon me fushatën dhe zgjedhjet ne shkollat e larta? Disa universitete te tjera kane vendosur qe muaji shkurt te jete periudhe mësimi dhe pas zgjedhjeve te nisin provimet. Mandatet e drejtuesve te shkollave te larta janë 4 vjeçare. Rektori dhe dekani nuk mund te qëndrojnë ne këtë post me shume se dy mandate radhazi.
