Emrat e te gjithë personave qe disponojnë një pasuri te paluajtshme ne një pjese te zonës se Qytetit te Nxënësve janë afishuar brenda një zyre, e para e këtij lloji për qytetin e Tiranes, ku ashtu si ne te gjithë Shqipërinë, ka nisur regjistrimi fillestar sistematik i pasurive te paluajtshme.
Kjo është faza e dyte e këtij procesi, pas matjes qe kane bere ne terren grupet e punës, te cilët kane evidentuar pronaret, tipet e pronësisë, vendndodhjen fizike dhe madhësinë e pronës. Drejtuesit e projektit pohojnë për "Vizion Plus", se ne 30% te rasteve, janë gjetur prona me mbivendosje, apo pretendime te disa personave për te njëjtën pasuri. Çdo pronar, qe pas verifikimit te listave konstaton parregullsi ne hedhjen e pronës apo ka pretendime te tjera mbi te, brenda një afati prej 45 ditësh, duhet te paraqesë një flete ankese ne zyrën e afishimit publik. Kërkesa do te merret ne shqyrtim nga zyra ligjore e hipotekës. Por dita e pare ka pasur edhe problemet e veta, ndërsa pronare nga rrethet, kishin ardhur ne Tirane për te verifikuar emrin. Shqipëria ka me shume se 4.5 milionë prona te ndara ne 36 rrethe dhe rreth 3 mije zona kadastrale. Deri me sot vetëm 30% e zonave urbane janë regjistruar dhe deri ne 2013 duhet te përfundojë procesi për rreth 500 mije prona.
