Japan military expansion: US and Japan revise Japan’s defense doctrine in face of rising China

The US and Japan agreed upon new guidelines for defense cooperation in New York on Monday that will fundamentally change how Japan’s military operates worldwide.

U.S. Secretary of State John Kerry and his Japanese counterpart Foreign Minister Fumio Kishida agreed on revisions that will expand the role of Japanese forces by broadening the range of military situations that they can be deployed.

While Japan's current military strategy is defensive in nature and limited to deploying forces only if Japan is directly attacked, the revisions will allow Japan to come to the aid of other countries if it is deemed in Japan’s interest.

Under the new guidelines, Japan can help defend U.S. ships in its surrounding waters and Japan’s missile defense system could be used to intercept any weapons launched at the United States, even if Japan itself is not under attack.

The new guidelines will streamline information and weapons sharing, and allow for Japan and the U.S. to engage in joint surveillance and reconnaissance operations.
The U.S. will deploy U.S. Navy P-8 surveillance planes as well as Air Force Global Hawk drones to Japan this year. The U.S. also plans to replace the Japan-based carrier, USS George Washington, with the more advanced USS Ronald Reagan.

China’s rising military capabilities and North Korea’s instability have long raised concerns in Japan. During the meeting, U.S. and Japanese officials agreed that the disputed Senkaku Islands claimed by both Tokyo and Beijing are ‘under the administration of Japan’ and fall within the scope of the U.S. Japan mutual defense treaty.
