Hundreds of videos are found in an abandoned house. As they watch, investigators realize that these are evidence left by a serial killer who has filmed all of his crimes, from simple murder to the worst torture sessions. They reveal the decade of terror that the killer has imposed

00:06:05And it's okay if you don't.
00:06:10I would guess something happened in his life at that time.
00:06:14He got in a fight, lost a job, got left by his wife, something like that.
00:06:20And went out in his car and at some point said,
00:06:24the next vulnerable person I see is dead.
00:06:35And he got in a fight.
00:07:05And he got in a fight.
00:07:35I like your dolls.
00:07:44I said, I like your dolls.
00:07:47What's that one's name?
00:07:49Susie.
00:07:50I'm not supposed to talk to strangers.
00:07:52Well, you're not supposed to have bad manners either.
00:07:58You know, if I was the big bad wolf, there's nothing you can do about it.
00:08:05You want to say something to the camera?
00:08:11Like what?
00:08:13Well, maybe you could say, I am a happy, pretty little girl.
00:08:21You want to see what it looks like through the camera?
00:08:28No.
00:08:29Here.
00:08:30Here.
00:08:30Come on.
00:08:35Come on.
00:08:36Come on.
00:08:38Come on.
00:08:39Come on.
00:08:48Come on.
00:08:50Come on.
00:08:50Come on.
00:08:50Oh, my God.
00:09:20On first inspection, it looked like she had been hit in the head with a blunt object.
00:09:26We found there was a missing girl, Jennifer Gorman, eight years old, from Putnam County, about 50 miles away, fitting the description, last seen in similar clothes.
00:09:36I think something bad is happening to my daughter. I think somebody took her.
00:09:53Like who?
00:09:53I don't know who. Out of the yard. There's blood out there. Please, do something. Do something. Do something. Somebody took her.
00:09:59Well, if it's a missing person, we have to wait 24 hours.
00:10:02No! There is blood! There is blood out there! Is that the police? No!
00:10:06Obviously, you, uh, you never get over something like that. You, you think the pain will subside and, uh, and, uh, get better.
00:10:30Sure. But it doesn't. Not at all.
00:10:34I wanted to move after the whole thing.
00:10:39But I didn't.
00:10:43What if she got away?
00:10:45And then she couldn't find us?
00:10:46I mean, what kind of a sick bastard rapes a little girl?
00:10:58She was just a child.
00:11:00She was barely eight.
00:11:02What kind of a sick fucking monster does that?
00:11:04That's all okay?
00:11:06Just turn those off.
00:11:07I'm sorry. I'm sorry. I'm sorry. I'm sorry.
00:11:14This is nothing.
00:11:16He doesn't even know what he's doing yet.
00:11:27Hey, you having a little car problem?
00:11:29Yeah, this whole thing isn't even worth driving some days.
00:11:33Could I get a lift into the next town?
00:11:35Yeah, no problem. Hop in.
00:11:37Do you mind if I film this?
00:11:48I'm making a little movie about my trip.
00:11:51Pack yourself out.
00:11:53What kind of a good movie stuff?
00:11:59So, what's your name?
00:12:01Ed.
00:12:03Ed, I'm Frank.
00:12:04This is Jeanette.
00:12:05Hey.
00:12:07If you take this exit up here, you can drop me off at a little gas station.
00:12:16Okay.
00:12:17Okay.
00:12:17Let's go.
00:12:27Okay.
00:12:27Okay.
00:12:28Okay.
00:12:28Okay.
00:12:29It's to the right here, just a couple miles off the freeway.
00:12:55All right.
00:12:56Are you from around here?
00:13:00Not really.
00:13:03Where are you from?
00:13:06I think the gas station's right around the bend.

00:14:55in fact the station is abandoned and i'll bet he knows that too
00:15:02and he had a ready-made excuse for the camera
00:15:06this man is what we call a mixed killer he plots and hides his crimes in an organized manner but
00:15:16he mutilates and does let's say similar things with the bodies that a disorganized killer would do

00:16:33Leaving the work at work.
00:16:38I know you see something like this,
00:16:41and it's hard to get it out of your head.
00:16:44But you have to.
00:16:49When I was seven,
00:16:52my little sister disappeared and was never found.
00:16:57And it destroyed what had been a very happy family until then.
00:17:04And I swore that I would hunt down those kinds of bastards
00:17:08that steal little girls.
00:17:11And the reason why I teach today
00:17:18is because I couldn't leave my work at work.
00:17:23You know, there were some people who considered me the best profiler that was,
00:17:33and I pushed it too far.
00:17:34And I had a complete mental and emotional breakdown,
00:17:41leaving me briefly institutionalized.
00:17:46And I'm not telling you this so you'll feel sorry for me or anything like that.
00:17:52I'm telling you this because it is a very real risk with this job.
00:17:59You can't be thinking about Jennifer Corman when your little daughter is outside playing in the yard.
00:18:06You need to find a way to leave your work at work.
00:18:13And I'm telling you this stuff.
00:18:15And then you have to find a way to meditate.
00:18:16But what happens when your little student has been in the yard?
00:18:18I can learn something like that.
00:18:19And what happens if you want to do it,
00:18:20you want to do it.
00:18:21And if you want to do it,
00:18:22then you want to do it.
00:18:23And you want to do it.
00:18:24And don't be like,
00:18:24okay?
00:18:26had a head placed in its abdomen in a kind of strange ceremonial fashion. I took one look at
00:18:32the skull. The upper edges of the eye orbits were smooth, and the cronial vault was rigid and showed
00:18:38heavy muscular markings. I said this is a man's head in a woman's body. This is two murders,
00:18:44not one. After talking to their friends and families, we were able to ascertain that the
00:18:50Andersons were coming back from Pittsburgh to Poughkeepsie, where they lived. That distance
00:18:55winds up being about 350 miles or so. The nice thing about this route is that there are really
00:19:03only a couple of logical ways to drive it. Under the best conditions, that particular make-up car
00:19:08can only go about 200 miles to the tank, more likely about 150. So we went from that point on
00:19:15the freeway, 200 miles in both directions, and we went to every gas station along the route
00:19:20and asked to see their surveillance tapes from that particular day. That took some doing,
00:19:28but we did manage to get our first video image of the killer in this matter.
00:19:32What's he doing with his hand? He's signing. That's right. Anybody know what he's saying?
00:19:52Red House. Good. All right. We found the second body in the woods behind the press called the Red House
00:20:02Tavern, about three miles away. But the thing to keep in mind is this. He signed this before he even
00:20:12met the Anderson's. Timeliness is of the essence in any investigation, but especially a murder.
00:20:21If we find a fresh crime scene, there's just a lot more information to work with than, say, a skeleton.
00:20:30Often the serial killers who avoid detection and capture are the ones who are especially good
00:20:35at disposing of bodies. The killer, documented on the Poughkeepsie tapes, is very, very good at it.
00:20:44Not only does he know how to dispose of bodies, he knows how to dispose of bodies in many different ways.
00:20:51To illustrate, Elizabeth Jackson was abducted in Hanson County, which is about 100 miles from the location
00:20:57we later found the tapes in. The killer then took a circular saw and cut off her head and hands.
00:21:02He then dumped her torso in Putnam County and her head and hands in Broome County. When someone's
00:21:10disposed of like this, it's almost impossible to put it all together because even if the various
00:21:16counties did talk, and they don't, but even if they did, there may be a five-year gap between finding
00:21:24the head and the torso of a body like this. I see this and I say, okay, here's a killer who
00:21:32understands bureaucracy.
00:21:34The Poughkeepsie tapes killer, I think, is the only time, not only that I've ever seen, but the only time I've ever
00:21:51heard of where a killer goes down a level. See, what I mean, usually a killer won't think through their
00:21:58first dismembering. And they have a dead body in the house and they need to take it apart. So they go out
00:22:04in the garage and get a saw and take some hours to get the head off. So then the next time they'll
00:22:10go and get a better saw before they kill someone. And that makes it a little better, but if they really
00:22:17want to get into their killing, they'll often go and get a real saw, something that cuts through quick
00:22:28and easy. And at that point, they'll never go back to a handsaw. They'll switch up other things if they
00:22:35want to disguise their killing. But they won't go back to a handsaw ever. Except this guy. He did
00:22:42it repeatedly. Sometimes he uses a circular saw, sometimes a handsaw. It's ludicrous. It's part of the reason that we
00:22:52never grouped his killings together. Probably why he did it. But after all that effort to mask his
00:23:00killings, he shows us each and every disassembly in his tapes. I guess he just wanted someone to
00:23:07appreciate how good he is at this and the thought that maybe we'd be strangely sort of impressed with
00:23:13it. Now, after seeing what he did to Cheryl Dempsey, I could feel nothing but loathing for this guy.
00:23:43Oh my God. Oh my God. This is getting there. This is so sweet. Should've gone with you if it's
00:24:02a son. I feel like when the hell's coming to a trap. My mom is being such a bitch. How long are they
00:24:08going for it? About to eat? About to eat. Really? When is it? Yeah. That's good. That'd be
00:24:16sense or not? No. No. No. Can't? No. Can't we have feelings? What do you mean? Like feelings
00:24:29like something's going to happen at the start. Like that? It's weird. Everything's been so good
00:24:36lately. Like nobody seems to be happy and everything's just like too good, you know? Yeah. Like I feel
00:24:44like something bad is going to happen. I don't know. Yeah. Yeah. They're called mid-tips.
00:24:53I'm serious. I'm sure everything's been funny and you're just stressed. Don't worry about it.
00:24:58I don't know. You're just stressed. Don't worry about it. Yeah. You're alone. Yeah.
00:25:19Don't worry about it. fuckin', I don't know.ッ I don't know. Leave it there. lists up all over it.
00:28:24Hello?
00:28:26Hello?
00:28:28Hello?
00:28:30Hello?
00:28:32Is that you?
00:28:34Hey, what kind of ice cream did you want?
00:28:49Whatever.
00:28:50Do you want this?
00:28:51Done.
00:29:39You scared me.
00:29:42You shouldn't jump out of somebody like that.
00:29:43Sorry.
00:29:45I brought you ice cream and beer.
00:29:48Thanks.
00:29:49Why didn't you wear my clothes?
00:29:52I didn't.
00:29:54They were all over the place.
00:30:01Come here.
00:30:02Why?
00:30:04You'll see.
00:30:07Let's just go watch a movie.
00:30:09Like what?
00:30:10I run in a couple.
00:30:13Do you want to stay here for a while?
00:30:17Maybe for a little while.
00:30:19I don't know.
00:30:19I don't know.
00:30:21Yeah.
00:30:22I don't know.
00:31:53Yeah.
00:31:55Cool.
00:31:55I got a little scared here by myself.
00:31:58I think I might too.
00:32:00You're out there, the stuff is a sink.
00:32:02I just want to pee and brush my teeth.
00:32:04Oh, that's right.
00:32:05I got a little bit.
00:32:13What is this?
00:32:14Yes.
00:32:14Thanks.
00:33:17This weekend ended in tragedy for two families in Redding.
00:33:32Victoria and James Dempsey returned home after leaving their 19-year-old daughter, Cheryl Dempsey, alone for the weekend.
00:33:39When they returned, they found Cheryl missing and her boyfriend, Tim Suri, brutally murdered.
00:33:46I remember maybe three days before Cheryl's abduction, she asked me, do you ever feel like someone's watching you?
00:33:57I said, not really.
00:33:59But she told me, sometimes I feel like maybe someone's following me around.
00:34:02And I said, you know, you're probably just being paranoid.
00:34:06And she said, yeah, maybe.
00:34:09You know, hindsight's 20-20.
00:34:11What's happening?
00:34:18What's happening?
00:34:23Stay away, Brick!
00:34:25Stay away!
00:34:26I don't know what you're doing!
00:34:28Please don't hurt me!
00:34:35Please don't hurt me!
00:34:37I'll do whatever you want!
00:34:39I know you will!
00:34:40I know you will!
00:34:41Shut up!
00:34:42What is your name?
00:34:48Cheryl Dempsey!
00:34:50Your name is slave!
00:34:59What is your name?
00:35:01Cheryl Dempsey!
00:35:05Your name is slave!
00:35:12What is your name?
00:35:13My name is Seth.
00:35:14What is your name?
00:35:15Seth.
00:35:16What is your name?
00:35:18Seth.
00:35:25Good.
00:35:25Because of the gruesome nature that we found Tim's body in, we had very little hope of finding Cheryl alive.
00:35:46Our basic thinking was that the killer had lost all control of his faculties.
00:35:53And again, judging from the condition of the body, we figured that he'd killed her here and he'd probably dumped her in the woods.
00:36:02What about the body that you think about?
00:36:05How graphic?
00:36:06Can I get in this?
00:36:08It's graphic as you like.
00:36:09Okay.
00:36:11It's pretty gruesome.
00:36:12And his head had been crushed in, kind of like this.
00:36:18And he had been cut from his anus up to his throat.
00:36:22And his intestines had been pulled out and strewn around like they were Christmas tree lights.
00:36:29And his genitals had been removed and they were placed in a sock drawer in the master bedroom.
00:36:37Yeah.
00:36:38And, oh, and he had animal feces.
00:36:40They were stuffed into his mouth.
00:36:42We took one look at the scene and wrote it off as the work of a disorganized killer.
00:36:54The truth, we later learned from the Poughkeepsie tapes, was that this killer had very carefully crafted the murder site to mislead us.
00:37:02The funny thing is, to be able to murder and mutilate a body in such a way, and to maintain composure while doing so, coupled with his bizarre sense of theatricality, you know, the costumes and masks and whatnot, shows that this man is extremely mentally ill.
00:37:27Y'all 1940s were a bit as
00:37:52Oh no, he didn't!
00:37:54You tell me!
00:37:57Tell me!
00:37:59You're happy I killed your family.
00:38:01No!
00:38:09No!
00:38:09No!
00:38:10No!
00:38:12No, I'm not!
00:38:14No, I'm not!
00:38:16No!
00:38:22Say it!
00:38:24Say it!
00:38:26Say it!
00:38:28What?
00:38:30What?
00:38:32You're happy?
00:38:34I killed your parents!
00:38:48What?
00:38:50Say it again!
00:38:52I'm happy you killed my parents!
00:38:54You don't have parents!
00:38:56You're a slave!
00:38:58I don't know how to say that!
00:39:02Those people!
00:39:04I'm happy that you killed my parents!
00:39:06I'm happy that you killed my parents!
00:39:08Why?
00:39:10Why?
00:39:12Why?!
00:39:14I don't like them!
00:39:16I don't like them!
00:39:18I don't like them!
00:39:24Who do you like?!
00:39:28You!
00:39:30Who?
00:39:32Only you!
00:39:34Only you.
00:39:41Why?
00:39:44Because you would imagine that it pleased me to screw up you.
00:39:52Did you want me to kill those people?
00:39:54Yes.
00:39:56I don't know.
00:39:57Yes, I don't know.
00:39:58Yes.
00:39:59That's why I did it.
00:40:01I did it because you did it.
00:40:03Thank you, Master.
00:40:07Say it.
00:40:09You are the Master.
00:40:11You are the Master.
00:40:12Please, please, you are the Master.
00:40:17You are the Master.
00:40:19Please, please.
00:40:21You are the Master.
00:40:25You are the Master.
00:40:28Please, please.
00:40:30People have come from as far as Lancaster County.
00:40:33searched the woods behind the Dempsey's house in the hopes of finding any clues as to the
00:40:38disappearance of her daughter Cheryl. I spoke with Cheryl's mother today. I'd just like to say to the
00:40:46person who's done this, please bring my daughter back home. Cheryl is a nice girl who,
00:40:57she's a good girl. Please bring her home.
00:41:03If, if there's anything I can do to help, please let me, let me know. Thanks.
00:41:21Wait. Wait. Oh my God. Oh my God. I play that moment in my head over and over again.
00:41:41I knew it was him and I didn't stop him because I was scared.
00:41:47Can I get through a spade? Do you need water?
00:42:05If I take the gag off, will you do something for me?
00:42:29I want you to put this on.
00:42:47You have to go.
00:43:14You are the minister.
00:43:22Please be the minister.
00:43:24You are the minister.
00:43:25Please be the minister.
00:43:44By the summer of 93, the area was really starting to feel the effects of this man's work.
00:43:50Most killers getting this much media attention will do one of three things.
00:43:54One, they will realize it's not safe for a serial killer to work that town anymore and leave.
00:44:00Two, they will give it a rest for a little while and let it cool off.
00:44:04Or three, they'll just keep doing it, maybe even speed up the rate of their killings until they get caught.
00:44:10But this killer did something quite unique.
00:44:14He kept killing, but changed his M.O.
00:44:20Today, a third body was found on the west bank of the Hudson, also mutilated.
00:44:25Could it be another killing by the man that some are starting to call the Water Street Butcher?
00:44:31After careful examination, we do believe this latest body is in fact the work of the Water Street Butcher.
00:44:37How many people does that make?
00:44:40We believe this to be the sixth killing.
00:44:42Commissioner, does the police's seeming and action on this matter have anything to do with the fact that all of these victims were prostitutes?
00:44:48What are you doing out here?
00:44:53Wait, my friend?
00:44:55What do you do?
00:44:57Well, you wouldn't know anything about a blonde being blonde as you think.
00:45:01Yeah.
00:45:03It wasn't me.
00:45:06It wasn't me!
00:45:07It wasn't me!
00:45:07It wasn't me!
00:45:26And around the same time we started getting word from the prostitutes that work that area
00:45:39the girls are getting arrested, never being heard from again.
00:45:45You can't just arrest me! You can't arrest me!
00:45:54No!
00:45:54No!
00:45:56Come on!
00:45:58No, no, you want a nice hit?
00:46:00I'm going to get some of you!
00:46:02You want a nice hit?
00:46:04No, no, no, no, no!
00:46:06No!
00:46:08No!
00:46:10No!
00:46:12No!
00:46:14No!
00:46:16No!
00:46:18No!
00:46:20No!
00:46:22No!
00:46:24No!
00:46:26No!
00:46:28No!
00:46:30No!
00:46:32No!
00:46:34No!
00:46:36No!
00:46:38No!
00:46:40No!
00:46:42No!
00:46:44No!
00:46:46No!
00:46:48No!
00:46:50No!
00:46:52No!
00:46:54No!
00:46:56No!
00:46:58No!
00:47:00No!
00:47:02No!
00:47:04No!
00:47:06No!
00:47:08No!
00:47:10No!
00:47:12No!
00:47:14No!
00:47:16No!
00:47:18All of the victims' bodies had been mutilated, in part to cover up the white marks on them.
00:47:45They all had been sliced from mouth to ear, and they had been raped post-mortem, and we found matching sperm on four of the bodies.
00:47:58Years ago, I was granted the dubious honor of interviewing Theodore Robert Bundy in connection with another case, but the insight that I gained there is relevant here.
00:48:14I remember the first question he asked me was, did he rape?
00:48:19I guess he did.
00:48:22Before or after?
00:48:25Before or after what?
00:48:28You know, killing her.
00:48:31After.
00:48:33Oh, you see Mike, I think that's an important distinction.
00:48:39This might all sound a little weird, but the kill and rape variety.
00:48:45These guys will continue to have sex with the body way past the point you ever thought possible.
00:48:53Mild decomposition, even maggots and things may just serve to turn them on.
00:49:01Next time you find a fresh tone sign, inquire about it.
00:49:07Just take it out.
00:49:09Your guy will come back to her.
00:49:12Unfortunately, we have never found a fresh enough body.
00:49:16But there was evidence that he had, in fact, been returning to them for sexual reasons.
00:49:44Hi, we're selling cookies.
00:49:47Would you like to buy some?
00:49:49Uh, sure.
00:49:52Sure.
00:49:53Why don't you come in?
00:49:56We're not really supposed to.
00:49:59Well, that's smart.
00:50:01You know, there's a lot of weirdos out there.
00:50:04But I'm a policeman.
00:50:05So it's okay.
00:50:06Okay.
00:50:07Okay.
00:50:08Okay.
00:50:09Come on, man.
00:50:11Do you guys want some coke?
00:50:13Sure.
00:50:14Yeah?
00:50:15Okay.
00:50:16Okay.
00:50:17Hey, you girls want some coats?
00:50:34Sure.
00:50:35Yeah?
00:50:36Okay.
00:50:37Okay.
00:50:44Hey, did you ride your bikes here today?
00:50:55No, I live over on DuPont.
00:50:57Oh, so you live in the neighborhood?
00:51:00Yeah.
00:51:01Huh.
00:51:02I don't.
00:51:03I live over by Central.
00:51:05Well, before you leave, do you tell your parents where you go?
00:51:11Sometimes.
00:51:12Yeah.
00:51:13Yeah.
00:51:14What's that?
00:51:15What?
00:51:16I thought I heard something.
00:51:18Oh, well, I left the TV on in the basement.
00:51:21Oh.
00:51:22You know, it sounds like I'm not going to be able to get cookies today.
00:51:26You know, I get a raccoon in the basement sometimes.
00:51:27There's no raccoons around here.
00:51:28Sure there are.
00:51:29Hey, do you want to see the raccoon I got in the basement?
00:51:31Sure.
00:51:32you know it sounds like i'm not going to be able to get cookies today
00:51:38you know i get a raccoon in the basement sometimes there's no raccoons around here
00:51:44sure there are hey do you want to see the raccoon i got in the basement
00:51:51sure well he's awful mean i don't believe you i want to go
00:52:00you know i'll have to get cookies some other day why don't you let yourselves out
00:52:07come out
00:52:30sounds like something got loose down there i'm sorry master i thought that it was tight
00:52:36you felt pity for it you tried to let it go no no master i would never betray you this is your fault
00:52:43no
00:53:02suddenly we had 10 bodies six of whom had matching samples of semen on them then we had a breakthrough
00:53:11at one of the victim's apartments we found an unwashed glass of water it had a fingerprint
00:53:18and dna from the salon we ran the prints we found in the glass of water we came back with a match
00:53:27and that's my partner
00:53:29tim foley we immediately placed him under arrest and started building a case
00:53:34he had been in town for all those killings and there were three killings in pennsylvania
00:53:38that matched the same mo and he had been in pennsylvania on family vacation he had no substantiated
00:53:46alibi for any of the murders he searched his car and his house found jewelry and blood stains that
00:53:52match the victims at that point we knew we had our man this morning we took james foley a former local
00:54:06police officer in the custody as a primary suspect in the water street butcher killings
00:54:22i was the lead prosecutor in the case of pennsylvania versus james foley
00:54:26we got him extradited to pennsylvania in the hopes of getting him in execution
00:54:30when they came and arrested my dad as the water street butcher it was devastating i can't even
00:54:37explain it i couldn't sleep i dropped out of school i became a freak even to my own friends
00:54:44my fiancee dumped me because she didn't want to have a serial killer's grandchildren
00:54:49everything changed in one second foley had no alibi for these murders because he was a cop
00:54:55who rode in an unmarked cruiser by himself most of the time there was plenty of time for him to commit
00:55:01these crimes secondly he had a history of getting prostitutes apparently mr foley was a fairly regular
00:55:09customer one of the prostitutes cindy jackson took the stand and placed him in the neighborhood at the
00:55:15time of three of the abductions his defense my hands were really tired because he kept refusing a plea bargain
00:55:22of any kind i kept telling him jim i'm going to kill you if you don't comp a plea he kept telling me that
00:55:30he'd fire me defend himself if i didn't shut up about it it was really quite frustrating
00:55:36he's my father he's over and he needs to be punished do you believe he did it yes i do
00:56:00the courtroom is filled today with the families of the victims each wanting to be heard in the
00:56:06sentencing of the water street butcher james foley i will never forgive you for what you've done and i
00:56:12hope that it causes you much pain in your thoughts and in your nightmares but i think that your life should
00:56:20be spared because we are not like you if there is ever a case for the death penalty this is it please
00:56:32bring our families justice show this monster that being a cop does not put him above the law
00:56:40i am here this evening live in waynesburg pennsylvania where james foley former new york state police
00:56:46officer also known as the water street butcher is scheduled to be executed within hours dozens have
00:56:53come out this evening to protest or to support this execution we've been told to contend shows as his
00:57:01last meal a grilled steak and mashed potatoes
00:57:21so
00:57:31two members of 1618 preparing their injection the third is standing by
00:57:51superintendent will now give the opportunity to make a last statement
00:57:55he is inclined to make a last band
00:58:06he's a worthy opportunity for prayer
00:58:10the content has declined this also
00:58:25one of the physicians is now making his examination
00:58:40now the second is making his check
00:58:42now the third and final position is making his check
00:59:00examination is completed the superintendent has advised the witnesses that death did occur at 1224 on this date
00:59:07when i got home
00:59:20i found a map in my mailbox
00:59:35there was a mark on it that said missed one and then my phone rang they said you got to get down
00:59:42and see this there's another body i knew right away right after i go work a police come in and
00:59:50handing me dna sample and demanding i do immediate that was very stressful
00:59:56and it turned out
00:59:58and it turned out the same as water street the butcher james voting
01:00:02we're still not sure apparently he had gone to a fertility clinic some years before
01:00:08we think maybe that's how
01:00:09but we're still not sure
01:00:12it's really much easier to defend a guilty man than an innocent one all things being equal
01:00:18the reason being is that a guilty man will make logical decisions an innocent man on the other
01:00:25hand is crippled by a need to make sure that everyone knows he's innocent
01:00:30jim foley refused a plea bargain of any kind he maintained his innocence to the end it's
01:00:39bullshit
01:00:42three days after my dad's execution they realized that he had been innocent they were going to put out
01:00:49a thing in the paper the next day and then 9 11 happened so the article on dad gets bumped down to page six
01:00:59former cop cleared of charges after execution people still jokingly when i say my name they'll ask
01:01:08any relation to the water street butcher and i'll say jim foley was not the water street butcher he was
01:01:14proven innocent and then they realized that i really am related to him and moved slowly away from me
01:01:23nobody believes me to this day that he was proven innocent because they all heard plenty about the
01:01:29trial and the execution and such but nobody heard that they found him innocent because of 9 11. it's
01:01:38bullshit
01:01:41any other week in american history and this would have been a serious national sensation serial killer
01:01:46kills cop using justice system
01:01:51come on but then september 11th happened and no one gave a about anything else
01:01:59you know after 10 or more years of planning and executing
01:02:03what i considered to be the crime of the century nobody even heard about it see when people read
01:02:10there's a serial killer in town their guards go up which was happening but then when they read the
01:02:18serial killer only preys on prostitutes if you're not a prostitute your defenses are going to go back down
01:02:24so he created this water street butcher persona to assuage people's fears about this unknown killer
01:02:33so that he could continue to prey on everyone else
01:02:41hi hi you having some car trouble oh yeah my car just died i don't know what's wrong with it

01:04:20well i guess it was
01:04:27perhaps you better turn around yeah can can i ask you something what would you please turn around

01:06:33done anything stupid i won't kill you
01:06:40okay
01:06:43you think i'd fall for that you're not just gonna let me rape you
01:06:47yes i am i don't believe you
01:06:52why
01:06:52you know
01:07:00be perfectly honest
01:07:03i don't think either of us are going to want you alive for the things i'm going to do to you
01:07:07i'm so sorry
01:07:21obviously i wouldn't leave handles on the doors

01:09:03I don't know.
01:09:33I don't know.
01:10:03I don't know.
01:10:34Suspect is a white male aged 18 to 25.
01:10:37White male aged 25 to 35.
01:10:40Black male aged 25 to 30.
01:10:43Disorganized.
01:10:43Highly organized.
01:10:44Serial killer.
01:10:45Most likely his first time killing.
01:10:47First killing.
01:10:48Definitely not his first killing.
01:10:50Lives alone, probably in a very messy house.
01:10:52His home will be clean and kept.
01:10:54Sadist.
01:10:55Sadistic.
01:10:56Sadist.
01:10:56Has most likely been institutionalized for a good portion of his life.
01:11:00Highly functional.
01:11:01May have limited faculties.
01:11:02Highly intelligent.
01:11:04Probably highly educated.
01:11:05Most likely never finished high school.
01:11:06Most likely works in law enforcement, possibly a police officer or a security guard.
01:11:11Probably lives off some sort of disability.
01:11:14Most likely cannot hold a job.
01:11:16Knows profiling and may be employed as an FBI profiler.
01:11:19I went back to the map that the killer had sent me.
01:11:35It was made online using MapQuest.
01:11:37So I put in a call to the FBI to see what we could get from this.
01:11:41They got the records from MapQuest.
01:11:43And only one download was made from that exact map during the month in question.
01:11:49We then tracked the IP address and cross-reference it with the ISP or something like that.
01:11:57You know, I'm not very technical.
01:12:01My name is Captain Harvey Scrobs.
01:12:03I led the assault on the house.
01:12:05So I like to say, uh, we dropped a whole hammer on him.
01:12:11Helicopters, SWAT, dogs, bomb squad, everything.
01:12:16Just in case.
01:12:35People ask me how we found him.
01:12:49And I say, first, we didn't find him.
01:12:53Just his house.
01:12:54And second, we didn't find it.
01:12:57He gave it to us.
01:13:00He wanted us to find it.
01:13:01And that's further evidenced by the fact that there was not one single fingerprint in the entire house.
01:13:10Over here on the wall.
01:13:13Got a little bit of blood here.
01:13:15In here.
01:13:16Point the camera down, Sean.
01:13:17Point it down.
01:13:18We've got one, two, three, four, five boxes of videotapes numbered sequentially.
01:13:22Hey, guys.
01:13:24Hey, guys.
01:13:25Come here.
01:13:26Come on.
01:13:26Come on.
01:13:29Whoa.
01:13:31Get in here, Sean.
01:13:33Get over here.
01:13:34Over here.
01:13:36You ready?
01:13:37No.
01:13:39Whoa.
01:13:41Oh, my God.
01:13:43Is she alive?
01:13:44Oh, my God.
01:13:48She is.
01:13:49We need a medic in here.
01:13:50Get a medic in here now.
01:13:59Oh, people kept trying to tell me all those years that Cheryl was probably dead.
01:14:05That I should probably start to move on.
01:14:09But I wouldn't.
01:14:12I kept telling everyone, I have to keep hope until I know.
01:14:18But then I got the call.
01:14:21The officer said, we found your daughter.
01:14:25And I thought he meant her body.
01:14:28I really realized at that moment that I guess I didn't have as much hope as I thought I had.
01:14:34I have never seen a human being born and raised in the United States show evidence of this kind of torture.
01:14:46She had been burned, cut.
01:14:48She had five teeth removed by pliers or a hammer.
01:14:53She had multiple broken bones.
01:14:55Not only that none of them have been allowed to heal.
01:14:58Some have been further aggravated by some sort of a tightening apparatus.
01:15:04She had also been extremely malnourished.
01:15:08And her organs were in a really bad shape as a result.
01:15:12There also was severe sexual torture.
01:15:16Including things like electrocution of genitals.
01:15:21And things that are too horrible to say out loud.
01:15:26While she was in the hospital, a lot of her injuries seemed to get worse instead of better.
01:15:44And we couldn't figure it out.
01:15:45Then I realized that pain, not just pain, but brutal pain, had been such a huge part of her life for so long she didn't know how to exist without it.
01:15:54She no longer knew how to exist in the world if not through horrific pain.
01:15:59She was torturing herself when nobody was looking.
01:16:01I was so nervous when I got to the hospital.
01:16:08I mean, imagine.
01:16:11I hadn't seen my daughter in eight years.
01:16:14By the time I got there, she was conscious.
01:16:18She kept covering her eyes and whispering,
01:16:22Please take me home.
01:16:25Please take me home.
01:16:26Please take me home.
01:16:30Like that.
01:16:33A week later, I got her out of there and I brought her home.
01:16:38But she kept repeating it.
01:16:42At that point, I realized
01:16:44she didn't mean our home.
01:16:48It was very strange
01:16:52seeing Cheryl after all that time.
01:16:56At the time that she was missing,
01:16:58I went from being a carefree college girl
01:17:00to having two girls of my own.
01:17:04It was hard to see the girl that I loved
01:17:06and the girl that came back.
01:17:07It was hard to see the girl that came back.
01:17:37What do you want me to say?
01:17:40Talk about what it's like being home again.
01:17:45I don't know.
01:17:47What do you want me to say?
01:17:50You had to be nice seeing your mom,
01:17:52can I promise, huh?
01:17:53Yeah.
01:17:56Maybe.
01:17:59I don't know what you want me to say.
01:18:02What was the man who lived with all these years like?
01:18:07I don't know.
01:18:13I don't think that I wouldn't do this anymore.
01:18:15Why?
01:18:17Because I don't know what you want me to say.
01:18:21You can say anything you want.
01:18:23He loved me.
01:18:30Nobody ever lets me say it, but it's true.
01:18:33He loved me.
01:18:36And he didn't mean to leave me.
01:18:38And someday he's going to come back to me.
01:18:42And he's going to take me away.
01:18:43He loved me.
01:18:58He loved me.
01:18:59And he was going to take me away.
01:19:02And he gave me away.
01:19:02And he was going to come back to me.
01:19:03And he was going to come back to you.
01:19:03And I was going to take me away.
