00:00 To ensure the smooth flow of goods and services in different regions in the
00:04 country, President Ferdinand R. Marcos Jr. suspends collection of pass-through
00:08 fees. Through Executive Order No. 41, LGUs are directed not to collect
00:14 toll fees. It covers vehicles that deliver goods and pass on national roads
00:18 and other main thoroughfares. LGUs were urged to stop collecting sticker fees,
00:23 discharging fees, delivery fees, mayor's permit fees, and other fees that are
00:29 being charged to vehicles passing on local public roads built and funded by
00:34 the LGUs. According to the president, pass-through fee has a huge effect on
00:38 transportation and logistic costs. Therefore, the price of products
00:42 increase and is passed on to consumers.
00:45 While waiting for the inspection, I'm sure you can see this, there are queues of trucks that are still there even overnight.
00:54 That's why we are doing this to ease doing business and to lower the cost of transportation.
01:03 Because if the truck is going straight, it will be faster, meaning it will be cheaper
01:14 to use the truck. And because it doesn't stop at every boundary, it will be faster.
01:25 And to reduce the burden of the public, it is the government's mandate to balance the value and supply chain and reduce the cost of food logistics,
01:33 which plays a big role to effectively balance inflation in the country. The AO also states the cooperation between the national government and LGUs
01:41 is important to effectively address persistent inflation and achieve economic development in each region.
01:48 To simplify, again, the procedures that are required for a transporter to bring the produce, especially from the farm, to the market.
02:01 The DILG is directed to collect copies of the LGU ordinances regarding pass-through fees, while the DTI, DOTR, DPWH,
02:10 ARTA and DOF will evaluate such ordinances. Failure to comply with the directive may be subject to administrative and disciplinary sanctions.
