In Bosnia, war criminals are jailed in the Bosnian-Croat or in the Serb part of the country, depending on their ethnicity. That makes it impossible to ensure that sentences are carried out properly.Bosnia’s prisons are all still regional. Serving time in them has often been reduced to having documents stamped. Prison wardens and guards may well regard convicted war criminals as “ethnic heroes”, so the prisoners are granted privileges, or their penalties are eased. Now there are increasing calls for national-level prisons that would ensure the conditions under which sentences are served are the same everywhere.
