Guatemala is a country marked by decades of dictatorship, terrorism and disregard for human rights. Thousands of people were kidnapped, abused or murdered.Now the government wants to work through history with help from Germany. Berlin is to pay for the reconstruction of files and other ways of working through the past. But does a project like this make any sense in a country where only two percent of crimes are solved even today?
