Functional literacy rate in PH at 70.8%--survey

National Statistician Undersecretary Claire Dennis Mapa, and Innotech Director Majah-Leah Ravago speak to the media after the presentation of the 2024 Functional Literacy, Education and Mass Media Survey at the Innotech Campus in Quezon City on July 31, 2025. During the briefing, Ravago said she remained optimistic with the changes in the country's education system despite the fact that the functional literacy rate, or the percentage of people who read, write and comprehend, is at 70.8 percent.

00:03so okay first i think we have to recognize and have to comment psa and
00:08the rest of the education sector for
00:10for correcting the definition because it's very important that we properly
00:15identify and diagnose the problem because that would allow us to really
00:20grab the proper intervention so that we can address the challenge
00:23now having said that now you not inalaman
00:26natukasan nag-deep pala talaga yung challenge that we're um
00:29facing so um right now naman um
00:33sinasabi nga natin no at host nasabi ko personally that i'm very optimistic
00:37with the education sector because now we have the dream team for the
00:41education team really looking at the challenges
00:45so medyo malaki yung challenge that we are facing pero we're starting to um
00:52crap those um interventions so ngayon mas matutugunan na natin and we're very happy
00:57that this time we've heard from the sauna of the um president
01:02na may appropriate attention given to education so that's very important
01:07resources and narinigin natin na may arong resources and ngayon ang kailangan
01:11nating bantayan in using those resources properly and appropriately to solve those
01:17challenges especially coming out from the pandemic we have a lot of learning losses
01:21so we're trying to catch up so we need the help of the media
01:28okay to really make sure that those resources being put in the educational
01:32sector are really being used
01:33so

01:46meaning to say, um appropriated to the right
01:48um individuals that really needs
01:51those vouchers so isa yan so

02:00First, the data collected by the University of California Statistics Authority,
02:06not only here in our 2024 PLEMS but other surveys.
02:10First is that we are sharing this to our stakeholders, particularly the Department of Education.
02:18But what's important, I think, as I mentioned earlier,
02:20we have the functional literacy education mass media survey around Malawang
02:26and we have to give it to our regional and provincial data dissemination.
02:31So, as I mentioned, there is ownership ngayon sa local government executive natin
02:36na ito yung status ng ating basic and functional literacy
02:42tungkol sa kanilang area.
02:44So, isa yan.
02:45Mayroon naman tayong mga binibigay.
02:48May mga magagandang information tayo na kukolekta from surveys.
02:54So, for example, yung ating national ICT in-house survey,
02:58ang ating nakita doon ay tumaas yung number of individuals
03:03na nagkakaroon ng access sa smartphone.
03:05So, ito yung isa sa mga kailangan natin.
03:08Of course, to do activities using internet.
03:13At yung mga households naman na may mga internet connectivity
03:16ay tumaas din compared sa ating previous survey ng 2019.
03:19Although, of course, hindi pa siya talaga ganun kalawak.
03:23May mga challenges pa rin.
03:25But, relative to the previous surveys, mataas na.
03:28So, ito yung mga information that we are sharing,
03:31the Philippine Statistics Authority sharing with the ICP, with DefEd,
03:36and more importantly, yung mga local chief executive standards.
