00:00There are 19 targets as part of the National Closing the Gap Agreement, and the Productivity
00:07Commission's report that was released overnight, as you mentioned, shows that only four of
00:12them are on track, which is actually a drop from last year.
00:16Now the target that has gone backwards is around the healthy birth weight of First Nations
00:22babies.
00:23But when we look at the targets that are performing well and are on track to be met, they include
00:29preschool program enrolments, employment, as well as land and sea rights.
00:38But there are also four of them that are worsening, which have sort of garnered quite a worry or
00:45concern from experts and advocates, and they are around adult imprisonment, children in
00:51out-of-home care, suicide, and getting children developmentally ready or on track.
00:57Now that's a bit of a national snapshot, but a recent feature of the Productivity Commission's
01:01reporting now allows us to delve into the progress that states and territories are making towards
01:08closing the gap.
01:09And what we can see is that adult incarceration is soaring right across the country, except
01:15for Victoria and the ACT.
01:18And then connected to that, we can also see that youth detention rates have worsened in
01:24the Northern Territory and Queensland.
01:27And when we zoom out a little bit and we compare the states and territories to see how they're
01:31performing, the Northern Territory was the worst performing jurisdiction in the country.
01:37And they're falling behind on eight of their targets, which was quite alarming to many who
01:43we've been talking to around the grounds about this report.
01:48And I guess just a bit of a background, federal, state and territory and local governments have
01:54signed up to this agreement alongside a collective of Aboriginal organisations to improve the lives
02:00of Aboriginal and Torres Strait Islander people so that they can enjoy a healthy and happy
02:04life like their non-Indigenous counterparts.
02:06But what the report is showing is that that's not the case.
02:09This is a fact that's not a film now.
02:10This is a film now.
