In the Senate Homeland Security Committee, Senators voted on an amendment from Sen. Rick Scott (R-FL) to "get a review of all the trading by Nancy Pelosi and her husband for the last 25 years."

00:00because there is no one. So present, I guess, your arguments for second degree to Scott Wan.
00:06Sure. So as we know, we're doing this because we've watched people that it sure appears that
00:12they have somehow figured out how to make a lot of money off their job up here in Congress.
00:19So my amendment is to get a review of all the trading by Nancy Pelosi and her husband for the
00:28last 25 years. I think it's critical to get to the root of why this bill was proposed and get
00:33transparency for the American people. I think, you know, I agree that we've got to figure out
00:40why people don't trust. And I think Speaker Pelosi is the prime example. So this amendment calls for
00:48an inspector general to issue a GAO report on the Pelosi trading for the last 25 years with a report
00:53back to the committee within 180 days. I urge my colleagues to support my amendment.
00:58I have a clarification question. This is the report on Nancy Pelosi. Does it include other
01:07members of Congress? No. This is just a report. Speaker Pelosi and her husband.
01:11On her husband. We've got, we sent copies around earlier. Okay. I just wanted to be clear.
01:16By computer. But we have, yeah, we sent it by computer and we can pass out copies.
01:23You know, I guess my only problem in the, the thing about it is, is I think it's driven by a lot of,
01:33like, for example, there are wealthy people in our, in the Senate who people say, oh, look at all the
01:38money he's got. And they, they have gotten very rich over the last 20 or 30 years have been in office.
01:44But the particular person, I'm not going to mention the name, is married to a very wealthy woman and her
01:48family. And it's like, there is an explanation. But on the, online, everybody's like, how did that guy
01:52get to be so rich? And I worry about targeting one person is the only thing. Um, I don't say that
01:58in a means period way. I just worry about going after one person as opposed to a report on stock
02:04investments or more generally than going after one person. But, excuse me.
02:09Well, I don't, I don't know. I worry about going after people just looking around at everybody's
02:16stock trades and trying to make accusations. The ethics committee kind of does, uh, this already.
02:20And I assume the ethics committee does it. Um, I hate to put you on the spot, Jim, but what do you
02:25think about it from the ethics perspective? Yeah, I can't speak to the house perspective for those of
02:31us that have served in the house, know the fun of being in the house and their dual committees and
02:35what they do on ethics. Senate ethics, um, is exceptionally thorough. We've had multiple
02:41members and some have been discussed even a little bit today, uh, that have ethical problems
02:46and they're no longer in the Senate, uh, as a result of that. So there are consequences and there is
02:51follow through. And as Senator Johnson has mentioned, every single stock transaction, uh, of a thousand
02:58dollars or more buying or selling is made public already right now and is tracked in public and is
03:04tracked by ethics and any question that comes up on a hearing, a meeting and anything else
03:09that happens with any member of the Senate, uh, if there is something that happens and then
03:15they trade in that stock later, it is actually brought to ethics and we follow up with those
03:19individuals and any individual that's in the Senate knows full well that owns stocks, the
03:24pressure that they're under constantly, the microscope they're under and any of their
03:28trades. So, no, this is very tracked in the Senate.
03:31Mr. Chairman, I, I just, I just have a question, Rick. So does, does this, the second degree,
03:38does this replace the entire bill with the study?
03:41No, no, no.
03:42Oh, it's an addition.
03:43So, so it has, it has, it leaves everything in place and it does the study?
03:47Yeah, it just adds the study.
03:48And what, what happens to, what about you, the Scott Amendment number one, does this replace all of that?
03:53Yeah.
03:54Yes.
03:55Okay, so it strikes, Scott Amendment number one.
03:58What's to cover, you know, what was to cover the people in the legislature?
04:01Federal, well, no, Scott Amendment number one is federal employees.
04:04So it would recover, uh, National Guardsmen, Army Reservists.
04:08It would cover postal services.
04:10No, no, active duty only.
04:11Active duty only.
04:12Uh, so what, what survives of that in this?
04:16Are we still going to cover Guardsmen and Reservists and?
04:19No, that's it.
04:20Okay.
04:21Yeah.
04:26So, um, Scott's second degree replaces Scott 1.
04:31We're not voting on anything Scott 1.
04:33Correct.
04:34Okay.
04:35Uh, further discussion?
04:36I ask a roll call vote.
04:38Okay.
04:39Clerk will call the roll.

05:32Senator Scott.
05:33Okay.
05:34I withdraw my secondary amendment to Scott 1.
05:35I'd like to call up Scott 2.
05:36Okay.
05:37Can you explain it?
05:38I withdraw Scott 1.
05:39Scott 2.
05:40This amendment provides for an exemption of the president, the vice president, and their
05:41spouses and defendants.
05:43Look, I've been very clear about my concerns about the provisions of this bill that give
05:59Democrats another weapon to attack President Trump and Vice President Vance after Russiagate,
06:04making impeachment, basis which haunts indictments.
06:09The last thing we need to do is give Democrats more weapons to attack the president.
06:13We can ban stock trading for Congress, but let's still give more weapons to Democrats to
06:17attack President Trump.
06:18I urge my colleagues to support my amendment.
06:21I will oppose the amendment, not because I want President Trump to be investigated and
06:28divested and all the things that this bill would do.
06:30I'm going to oppose the final bill because I don't want him to be included in any of this.
06:34But on the amendment, I think if it's good for Congress, we had to apply it to everybody.
06:39I'd go to the president, I'd go to the courts, I'd go to all the staff.
06:43I'd put everybody under it.
06:44The more the better to spread it.
06:46But on this particular one, I'll end up voting no because my opposition to the final bill
06:51will be my opposition to Donald Trump being involved in any way.
06:54Any further discussion?
06:55If not, the clerk will call the roll.
