00:04on the bill. Thank you very much, Mr. Chairman. Thank you, Mr. Chairman, Ranking Member DeLauro,
00:15Chair Diaz-Billard, and Ranking Member Frankel for all of the hard work that you have put into
00:23this bill. However, I must sadly stand in opposition to this FY2026 NISO Security Department of State
00:35and Related Programs bill. Chairman Diaz-Billard had said that this bill delivers on President
00:43Trump's America First agenda. In fact, it does the opposite. The bill will make America last.
00:54Last in global influence. Last in international leadership. Last in its capacity to respond
01:03to the most pressing challenges at home and abroad. All of us have borne witness to the havoc
01:11President Trump has wrought on the world stage since his second inauguration a little over
01:17six months ago. President Trump has embarked on unilateral trade wars with our allies and our
01:26partners, which has created market instability, increased consumer cost, has harmed American
01:32manufacturers and workers, and damaged our economic competitiveness. President Trump also has announced
01:40that he wants to be a peacemaker and a unifier. But his erratic and aggressive foreign policies only made the risk
01:50of war much more likely. In all of my years of public service, that's headed toward a half century, I've never imagined a President of the United States that would threaten to invade Greenland
02:08and annex Canada. And President Trump, with the help of this Congress, has sadly weakened vital American institutions that make our country safer and ensure the security, prosperity, and well-being of billions of people around the world.
02:24For example, President Trump has shut it. The U.S. agency for international development. In so doing, he has defunded over 80% of all global health and development programs. This bill includes no funds for USAID. USAID has played a vital role in combating food insecurity around the world.

03:01At home, the decision to shut a USAID is taking a devastating million, multi-billion dollar toll on America's farmers.
03:13As USAID has historically been one of the largest buyers of U.S. grown crops.
03:20USAID has sourced 41% of food aid directly from American farmers. Everything from wheat from Kansas to soybean oil from Iowa to peanut products from Georgia's 2nd Congressional District.
03:34As a result, the closure of USAID has hurt American farmers too, not to mention the millions of lives that will be lost by steep cuts to its global health and conflict prevention initiatives.
03:49President Trump has also effectively shut down the U.S. Institute of Peace, which promotes conflict resolution mechanisms and advances peace around the world.
03:59The Peace Institute takes a 66% cut in this bill. The bill also slashes humanitarian assistance by 42%, which only reinforces the administration's cruel and heartless attitude toward refugees and the suffering of those in need.
04:18If these cuts are what America's first agenda is all about, I don't believe that they are in the best interest of our nation.
04:27More importantly, I don't believe that they are a true representation of our values as Americans, who are among the most generous and charitable people in the world.
04:37Our sense of charity is often guided by our deep religious faith.
04:43This bill is a betrayal of everything for which America stands, and I urge my colleagues to oppose it in its present form and to use the next few weeks to make bipartisan changes that will reflect the values of America.
