00:36Sa kanyang talumpati, nanindigan kasi ang presidente

00:39na dapat ay nakalinya sa mga prioridad at programa ng administrasyon

00:43ang panukalang budget.

00:45Nagpasaring din siya laban sa korupsyon at pagnanakaw sa kaban ng bayan.

01:09his frustration even, about the lingering shadow of corruption in our institutions.

01:14As Speaker, I share his concern and I accept his challenge.

01:18Not with defensiveness but with determination.

01:21Hindi lang natin bubuksan ng Kongreso para sa mga mamamian at magbabantay ng budget.

01:27Mapapanood din nila ang lahat ng diskusyon sa telebisyon at sa mga social media platforms.

01:33Kasabay niyan, iginid din ang House Speaker na maglulunsad sila

01:36ng komprehensibong pagsiyasat ukol sa mga proyektong pang-imprastruktura ng pamahalaan,

01:42gayon din sa sistema ng paggamit ng pondo ng iba't ibang sangay ng gobyerno.

01:46We will investigate ghost projects, bloated contracts, chronic underspending and abuse of discretion

01:53in fund realignment and procurement.

01:56We will propose legislation that requires real-time public reporting of project progress, fund use,

02:04mandatory performance standards for contractors and agencies

02:07and a national infrastructure audit framework to prevent the misuse of funds.

02:12Bago pa man ang deklarasyon ni Speaker Mualdes,

02:14una na rin naghahain ng resolusyon ang ilang kongresista para maipatupad ang open buy cam sa budget season.

02:21Nakikita natin sa mga nakaraang mga budget na napakahirap malaman kung anong nangyari nung buy cam deliberations.

02:29Kaya po namin hinahain itong joint resolution para magkaroon ng talagang tunay na transparency.

02:39ngayong 20th Congress makakaasa ang publiko na patuloy na maghahatid ang kamera

02:43ng budget proposal na tunay na tutugon sa pangailangan ng mga Pilipino.
