00:11lane, he was issued a £100 on-the-spot fine by Kensington and Chelsea Council. Dr Chepi said
00:17the council had used insidious, unjust tactics to trap cyclists in what appeared to be a money-making
00:23exercise. He claims the agent was hidden behind the bushes before catching him by surprise.
00:28The council originally backed the decision when the fine was challenged, however the standard
00:33intervened and raised the issue with Kensington and Chelsea. This led to them cancelling the fine
00:37and saying it was issued in error. The council is now checking if other cyclists have been wrongly
00:42fined, as well as reminding its contractors to not issue fines to cyclists on shared paths.
