03:11Senator Cheez Escudero stays on as Senate President as he secures the votes of 18 other Senators of the 20th Congress,
03:20which officially opened Monday, July 28.
03:23Returning Senator Tito Soto, who challenged Escudero for the Senate Presidency,
03:27is voted Minority Leader by the four Senators in the Minority Bloc.
03:30Escudero's win is no surprise.
03:32Observers say his actions that delay the impeachment trial of Vice President Sara Duterte
03:37were largely aimed at getting the support of pro-Duterte Senators.
03:41Senator Joel Villanueva will lead a Committee on Rules, making him the Majority Leader.
03:46Meanwhile, returning Senators Bam Aquino and Kiko Pangilinan have officially joined Escudero's so-called Super Majority Bloc.
03:52This drew Aquino and Pangilinan flack from some of their supporters,
03:55who expected them to join the minority, having been stalwarts of the opposition.
03:59Some observers, however, said that Aquino's and Pangilinan's move was strategic,
04:04as it allows them to lead the Committees on Education and Agriculture, respectively.
04:08This would then allow them to deliver on their campaign promises.
04:11Meanwhile, Senator Risa Ontiveros joins the minority bloc,
04:14which also includes Senators Loren Legarda, Ping Lakson, and Mig Zubiri.
04:20Ilocos Norte 1st District Representative Sandro Marcos
04:23becomes the youngest majority leader in modern Philippine Congress.
04:26The 31-year-old eldest son of President Ferdinand Marcos Jr.
04:30was elected to the post during the 20th Congress on Monday, July 28.
04:34Marcos, as Majority Leader, will serve as Rules Committee Chairman.
04:37He is responsible for setting the legislative agenda of the House
04:40and mediating between lawmakers with conflicting interests.
04:44This is only the second congressional term of Sandro Marcos.
04:47In the 19th Congress, he served as Senior Deputy Majority Leader,
04:50which is usually reserved for older, more veteran lawmakers.
04:53Meantime, four-piece representative Marcelino Nonoy Libanan
04:57was re-elected as House Minority Leader.
04:59Mamamayang Liberal Representative Laila Dilima
05:01nominates Libanan as Minority Leader.
05:03He got the support of 29 other minority members.
05:06In the past Congress, Libanan was in charge of delivering the Contra Sona,
05:10a speech usually delivered by the Minority Leader
05:13to respond to the supposed accomplishments
05:15mentioned by the President in his address.
05:17He was also notable for leading the prosecution panel
05:20in Vice President Saro Duterte's impeachment trial.
