00:01Senator Volker.
00:03Thank you, Mr. Chairman.
00:04I think if I have my facts correct, I'm the only one of the 100 senators that's actually
00:08born in the District of Columbia.
00:10My parents came here after college, met here, were for many, many years a part of this city
00:16and a part of this community.
00:17They moved back here after I left for graduate school and again rejoined the city that they
00:23love.
00:25I feel very deeply that Washington, D.C. should be a state.
00:29They have, literally have four, the four other states have similar populations.
00:36We had a revolution in this country for this very idea that we should not have taxation
00:41without representation.
00:42They have no senator.
00:44They have no one to speak up for their interests.
00:46They have no one to speak up for their values.
00:51No one to work in a cooperative fashion to make sure that the people in some of the most
00:56important positions in their community actually reflect that community.
01:02To me, this is yet another deep insult to the dignity and the decency of the people of
01:10Washington, D.C.
01:11It is deeply offensive to the people who have called this community home for generations.
01:17We, as a body, should have extra care for this population when it comes to positions like
01:27this.
01:27We, as a body, should, in the spirit of our founding documents and our founding ideals,
01:34should really think twice before we push someone on this population that is so violative
01:41of that population's interests.
01:44This candidate, this nominee, we've heard from my colleagues all the ways in which this
01:51person has not earned such a position.
01:54We have an obligation spelled out clearly in the Article I branch of our Constitution that
02:02we should advise and consent.
02:04This, to me, is insulting to a population that deserves much better from this body, and
02:09I'm sorry that we're moving forward.
02:12Okay.
02:12Thank you, Senator Booker.
02:13We do not want you to hear how we need a federal prosecutor.
02:18We need a federal...
