Popeye and Bluto run for mayor in a rural town. Both of them compete with a series of unusual (and humorous) campaign promises to win over the voters. Olive Oyl represents the undecided voter. As the battle for votes intensifies, it turns into a physical showdown - and once again, Popeye's spinach-powered strength comes into play.
