During a Senate Appropriations Committee markup on Thursday, Sen. Lindsey Graham (R-SC) spoke about funding cuts and rescissions.

00:03Can you hear me?
00:04Yes.
00:04Senator Murkowski made a good point.
00:06I think to most of my Democratic colleagues, I think if you'd known about some of this stuff, y'all would have said no.
00:14Some of it yes, some of it no.
00:16I mean, if we have a program to train gun owners in Serbia, y'all probably wouldn't like that.
00:22I could see where some of our guys start doing this stuff.
00:25So what I'd like to do is figure out, like, let's get ahead of this.
00:29I don't know how Doge found it and we didn't.
00:33I think that's what's got me going is how did they find this stuff and we didn't?
00:39And if some of it's fake, I'm open-minded to say it's fake, but all of this ain't fake.
00:46So we need a process sort of to make sure this doesn't happen to again.
00:51Now, there was an effort by Bush to do a rescission package, and it fell short in votes.
00:56So it has been done before.
00:58And my hope is that rescission packages will not be the norm for the reasons y'all said,
01:06and that we can find better filters so we don't get ourselves in this mess.
