00:00What you're trying to do is hire people based on merit, right?
00:03Yes, sir.
00:04You could care less if they're libertarian, vegetarian, democrat, republican, as long as they didn't do the job?
00:08Yes, sir.
00:09Okay. All right. More people are joining the military now than any time in recent memory, right?
00:15Yes, sir.
00:16So the situation described by Senator Murray is not being viewed by other Americans because they're signing up in droves.
00:23Senator, there's been a historic surge. You know why? Because they think you're a winner.
00:28They think you're going to lead. They think you're going to have their back.
00:32That's why they're signing up. Keep doing what you're doing.
00:37Now, do you agree that the world kind of miscalculated Hitler in the 20s and 30s?
00:44Certainly did not understand the scope of the threat.
00:46Like the guy wrote a book, I Want to Kill All the Jews and Nobody Believed Him.
00:49You remember that?
00:50General Kaine, is that a fair statement that the military-industrial complex of the 20s and 30s really didn't miscalculated Hitler?
01:01Yes, sir.
01:03The danger of that is like 50 million people get killed. So let's don't do that now.
01:08As to Iran, they say they want to kill all the Jews. Do you agree with them?
01:13I believe they mean what they chant. Yes, Senator.
01:17Do you agree with that, General Kaine?
01:19Yes.
01:21Sir, I think they've got some agendas for sure.
01:24Well, is that agenda to use a nuclear weapon against Israel?
01:29Sir, I think they would potentially...
01:32They had a nuclear weapon. Would they use it against Israel?
01:36In your professional military judgment?
01:39Sir, I think they'd use it to pressure Israel. I don't know whether they would use it.
01:43Well, is it 50-50, 60-40, 70-10? What is it?
01:47Sir, I don't know what the percentage is.
01:48Well, you can't be wrong, can you?
01:50What does Israel think?
01:52Sir, I think they think they would potentially...
01:56What do you think, Mr. Secretary?
01:58If they had a nuclear weapon, would they use it to wipe out Israel?
02:01I think Israel believes, quite understandably...
02:03Do you believe that?
02:04That it is an existential threat to their existence?
02:06Do you believe that?
02:07Hold on, and in the hands of the wrong Iranian, a cleric or a radical, that they would seek to use it?
02:12Well, is this a radical cleric that exists there today?
02:15Well, as of right now, yes.
02:17If he's not, who the hell would be.
02:19So I'm trying to get everybody to think, let's don't do what we did in the 30s.
02:24They're going to use a nuclear weapon if they get it.
02:27Are they trying to build a nuclear weapon versus a peaceful nuclear power program, Mr. Secretary?
02:33Have the Iranians been trying to build a nuke?
02:35There are plenty of indications that they have been moving their way towards something that would look a lot like a nuclear weapon.
02:40Does China intend to take Taiwan by force if necessary?
02:46We don't believe they've made that decision yet, but certainly if you look at their exercises that they're performing in that area, they look a lot like what that would look like.
02:54What do you think, General King? Do you think China is intent on taking Taiwan?
02:58Sir, I think it's not to split hairs, but I think it depends on what you define take.
03:03I mean, like, take it over.
03:05I think if they could get them their way, for sure.
03:07Do I think they're going to use military capability?
03:10Maybe, maybe not.
03:11Do we need to be prepared for that?
03:13Yes.
03:14Is Putin going to stop in Ukraine?
03:18I don't believe he is, sir.
03:19I think he'll go into it.
03:20What do you think, Secretary?
03:22Is he going to stop?
03:23Remains to be seen, Senator.
03:24Well, he says he's not.
03:27You know, this is the 30s all over.
03:30It doesn't remain to be seen.
03:31He tells everybody around what he wants to do.
03:35Are you familiar with his military buildup in terms of armaments?
03:39It's well beyond what we need to do to take Ukraine.
03:42Listen, I think I like what you're doing.
03:45I just think we've got to get this stuff right.
03:48Iran cannot have a nuclear weapon.
03:51They'll still use it.
03:52They're homicidal maniacs who are religious Nazis.
03:55China is an expansionist power who will take Taiwan if we don't deter them.
04:01Russia will dismember Ukraine and keep going if we don't stop them.
04:05Radical Islam, are they still out there, General King?
04:10Sir, I think there are still folks that would do America harm.
04:14So is ISIS dead?
04:16No, sir.
04:17Is al-Qaeda dead?
04:19Mostly.
04:20And dying more every day.
04:22Yeah, but are they still out there trying to get here?
04:25Yes, sir.
04:26To a certain extent.
04:27So the threat of radical Islam is still real to the American people?
04:32Yes, sir.
04:33If allowed to scale.
04:35We work hard to not allow that to happen.
04:37And how you do that, you hit them over there before they come here, right?
04:40Sir, we have a variety of ways, as you know.
04:43It's better to have partners than do it by yourself?
04:46Always, sir, yes.
04:47Okay, so go over just a little bit.
04:49The point is, radical Islam is out there.
04:52They're trying to get here.
04:53Ms. Secretary, if they had a nuclear weapon, would they use it?
04:57Would al-Qaeda use a nuclear weapon if they had one?
04:59Senator, a nuclear weapon in the hands of al-Qaeda would be a very bad thing.
05:03Is there a whole lot of the difference between a nuclear weapon in the hands of al-Qaeda and the Ayatollah in Iran?
05:10I don't think so.
05:12They just have a different religious reason to do it.
05:14The point is, these budgets are important, but we need to up our game.
05:18We need to build more ships because China's building more ships.
05:21So we need to hit the enemy before they hit us.
05:24We need the ability to project.
05:27As to, final thought, as to Russia, China buys and India buys 70% of Russia's oil, Mr. Secretary.
05:36Are you familiar with that?
05:38Yes, sir.
05:38If they stop buying cheap Russian oil tomorrow, would that grind Putin's war machine to a halt?
05:45It's a vulnerability.
05:46Yes, sir.
05:46We have an ability through legislation to get China and India's attention that if you keep buying cheap Russian oil to empower Putin to kill Ukrainian children, you're going to lose access to our markets.
05:58I would urge you and the administration to use that tool to get the attention that China and India will end with this.
06:05We're not going to evict every Russian from Ukraine.
06:07I'm a practical guy.
06:09But we've got to end this war so we don't entice Taiwan and we don't encourage Iran to think we're just all talking, stopping their nuclear ambitions.
06:19So you live in very dangerous times.
06:22I want to help you, General Cain.
06:26You're the right man at the right time.
06:33Senator Reid.
