02:11I'm Witt Johnson.
02:12And for David, we begin tonight with breaking news.
02:15Catastrophic flooding in central Texas overwhelming a Christian summer camp for girls along the Guadalupe River.
02:22A month's worth of rain falling in just a matter of hours.
02:25More than 20 girls attending that camp are now missing.
02:28At least 13 people are dead.
02:31Residents ordered to shelter in place.
02:33This helicopter saving someone trapped by the floodwaters near an RV park in Kerrville.
02:38Dozens of water rescues underway and the frantic search for those still missing as homes and roadways were washed away.
02:45Up to 12 inches of rain already, with more still to come.
02:49And the state of emergency in central New Jersey.
02:52Strong thunderstorms are being blamed for at least three deaths in that area.
02:56Some Fourth of July celebrations canceled.
02:59Our weather team is standing by with the forecast.
03:01But first, ABC's Morgan Norwood leads us off.
03:05Tonight, the desperate searched for the missing after deadly floodwaters swept through central Texas.
03:13Officials in Kerr County, north of San Antonio, say there are at least 13 fatalities and more than 20 children unaccounted for at a summer camp,
03:21issuing a disaster declaration amid catastrophic flooding.
03:25On a day which is usually for celebration, it's a very tough day in Texas.
03:31And it was a destructive flood, taking property and sadly, lives.
03:38Homes washed away, floodwaters swallowing buildings and vehicles.
03:43After more than a month's worth of rain fell since the morning hours.
03:47This came at night when people were asleep in bed.
03:50Please pray for our commute.
03:56Dozens of water rescues along the Guadalupe River.
03:59We have a few steps right here and I can only assume that there was a house attached to it.
04:04The river rising to levels not seen in decades, according to the National Weather Service.
04:08Rising from 7 to 29 feet in just four hours.
04:13Reaching the second highest level on record.
04:15This happened very quickly over a very short amount of time that could not be predicted.
04:20Campers forced to evacuate from sites along the rising riverbank, including at the all-girls summer camp Camp Mystic,
04:27where officials say more than 20 campers are still missing.
04:31Right now the only concern we have is rescuing everybody and all these kids out here.
04:36Storms also battering the northeast overnight.
04:38Officials say at least three people were killed in Plainfield in central New Jersey after trees fell on their vehicles.
04:44Normally it takes me five minutes to get home. It took me 45 minutes to get home.
04:48There's trees down that region.
04:51Rims in the region gusting to more than 60 miles per hour, taking down tree limbs and power lines.
04:57More than 110,000 households without power from Pennsylvania to Massachusetts.
05:02And the danger in central Texas is far from over.
05:05Officials warning that rising runoff can make an already disastrous situation even worse.
05:11Ongoing water rescues underway at this hour, with officials working to notify families, even as they race to find those still missing.
05:18A critical stretch ahead tonight, Whit, with fears that the death toll could climb once again.

05:24Truly devastating storms.

05:27Let's get right to meteorologist Brittany Bell from our New York station WABC.
05:30And Brittany, time out this flood threat happening right now.
05:33And Whit, the flood danger continues with soaking rainfall falling throughout this evening.
05:39So let's get right to those alerts.
05:41The flood watch that stretches from Abilene all the way to San Antonio.
05:44Even flash flood warnings.
05:45Some spots picking up over a foot of rain.
05:48And they can get an additional one to two inches once all is said and done.
05:52Now, farther north, we're tracking the threat for severe weather.
05:55There's a severe thunderstorm.
05:56Watch out for Minnesota, north and south Dakota until 10 p.m.
05:59Watch out for damaging winds, large hail, even the small chance for an isolated tornado.
06:04And new this afternoon, we now have Tropical Depression 3, forming just off the coast of Florida and Georgia.
06:09That will continue to intensify to a tropical storm over the weekend, making landfall along South Carolina.
06:16And that's forecast to continue to weaken farther inland as we head into early next week.

06:22We move on now to President Trump taking a victory lap at the White House today,
06:26signing that mega tax cut and spending bill into law amid much fanfare,
06:30including fireworks and a military plane flyover with a B-2 bomber.
06:35But opponents are blasting the legislation, warning it will add trillions to the national debt
06:39and force millions of Americans to lose their health care.
06:43Here's ABC's senior White House correspondent, Selena Wang.
06:46Tonight, President Trump signing is sweeping domestic policy into law.
06:51It's the biggest bill of its type in history.
06:53Touting his legislative victory during July 4th celebrations in front of Republican lawmakers
06:59and military families as fighter jets fly over the White House, including a B-2 bomber,
07:05the same type of plane that struck those Iranian nuclear facilities last month.
07:10We salute you and we honor you.
07:12Thank you very much for being here.
07:14The motion is adopted.
07:15The nearly 1,000-page bill, the cornerstone of Trump's agenda, Republicans in Congress
07:21narrowly passing it after Trump arm-twisted and charmed holdouts in his own party.
07:27All but two House Republicans ended up voting for the bill, despite anger that it could add
07:32$3.4 trillion to the debt over the next decade, and estimates that steep cuts to Medicaid could
07:39force 11.8 million Americans to lose their health insurance.
07:43The president selling his bill to the American people in Iowa overnight, focusing on those
07:49tax cuts and ending taxes on tips and overtime, fulfilling his campaign promise.
07:54Not one Democrat voted for us, and I think we use it in the campaign that's coming up,
07:59the midterms, because we've got to beat them.
08:01Democrats confident they'll win back voters as Americans start to lose their health care
08:06and food assistance.
08:07I don't think we have ever seen or are prepared for how catastrophic this is said to be.
08:14Those tax cuts, mostly for the wealthy, are permanent, while no taxes on tips and overtime
08:18work expire in 2028.
08:21And while slashes to Medicaid don't kick in until after the midterms next year, already
08:26at least one hospital in rural Nebraska announcing it's closing down, citing those expected cuts.
08:32The president tonight, though, taking a victory lap.
08:36As we enter our 249th year, America is winning, winning, winning like never before.
08:43And here at the White House, President Trump is celebrating July 4th, along with his major
08:47legislative victory.
08:49And Trump says there's even bigger celebrations to come in the lead up to America's 250th anniversary
08:54celebration.
08:56Trump says he'll be hosting a UFC championship fight here at the White House with thousands of
09:01spectators.
09:02All right, Selena Wang for us.
09:05Now to a deadly fireworks explosion in a suburban neighborhood outside of Los Angeles.
09:10The blast killing at least one person and leaving another in critical condition, several homes
09:15destroyed.
09:16This is just the latest in a series of firework explosions.
09:19ABC's Jacqueline Lee is in Pacoima tonight.
09:24Tonight, this apocalyptic scene.
09:27Flames engulfing a suburban neighborhood in L.A.
09:30Fireworks going off.
09:34The fire ripping through this home's roof as it spread to others on the block.
09:38It's right behind your house.
09:41More than 100 firefighters called in to battle the inferno in Pacoima.
09:46Crews arriving in minutes to find four homes on fire.
09:49You can see firefighters on the roofs putting out spot fires.
09:53A 30-year-old man died and five others injured.
09:56Multiple animals also hurt.
09:58Homeowners now working to board up their homes after the devastating explosion that they say
10:02felt like an earthquake.
10:04And take a look down this backyard and you can see just how powerful and how quickly this
10:08fire burned.
10:09You can feel the face.
10:10Neighbor Juan Jaime says the fireworks were exploding in all directions, destroying cars
10:15along the block.
10:16He and other neighbors rushing with garden hoses to save neighbors' houses.
10:20This is the most sad thing because, you know, this is material we can keep working maybe.
10:27And maybe not today, maybe one week, two weeks, we can fix it.
10:29But I want to fix the life.
10:32Yeah, you can't replace the life.
10:34Fire officials telling people to leave the fireworks to the professionals.
10:38We've seen a lot of these fireworks stories happening throughout this week.
10:42Many of them are being sold out of people's private garages and private residences.
10:46These are folks that really don't know how to handle fireworks.
10:51This coming on the heels of that massive explosion at a fireworks warehouse in Asparta on Tuesday.
10:58Crews tonight finding human remains, but no identifications have been made.
11:02Two people hurt, seven still missing.
11:07In Hayward, California, outside San Francisco, two people critically hurt in an explosion related
11:12to fireworks.
11:14And one person was killed in a home explosion caused by fireworks in Simi Valley.
11:20Whit, back out here in Pacoima, firefighters are still walking through these homes, assessing
11:24the damage and trying to figure out why those fireworks went off.

11:28Incredible just how many of these incidents have occurred.

11:33And here in New York City, ramped up security ahead of tonight's big fireworks show.
11:37The NYPD's harbor unit and other teams patrolling the East River as skies light up above the
11:42Brooklyn Bridge.
11:43Police saying there are no known threats.
11:45An intelligence bulletin obtained by ABC News identifying a potential lone wolf attack
11:50as the biggest concern.
11:52Next tonight, terrifying moments at Orlando International Airport.
11:56A jet blue flight veered off the taxiway into the grass during departure.
12:00An investigation now underway and the new details just coming in.
12:04Here's ABC's Victor Okendo.
12:06Tonight, frightening moments on board a jet blue flight departing Orlando when the plane's
12:11nose gear veered off the taxiway and into the grass.
12:14The jet blue flight was preparing for takeoff to Worcester, Massachusetts when the pilot warned
12:25air traffic control the plane was sliding off the taxiway.
12:28Now we're slowly rolling towards the grass because we have no brakes and no steering.
12:33There were no injuries on board, but passengers had to deplane and were then bused back to
12:38the terminal.
12:39It comes just three weeks after another jet blue flight veered off the runway and onto the grass after
12:45landing in Boston after the pilot reported they had no steering.
12:48Passengers on that flight safely evacuating.
12:51According to the FAA, today's jet blue flight experienced a hydraulic issue.
12:56Tonight, both jet blue and the FAA are investigating to determine the exact cause of the incident.

13:03Overseas now to Russia, launching a massive aerial assault against Ukraine, the biggest
13:08since the invasion more than three years ago.
13:11President Trump spoke with Ukraine's President Zelensky earlier today.
13:15Zelensky describing that call as important and fruitful.
13:18Here's ABC's Tom Sufi Burridge.
13:21Tonight, a Russian explosive drone slamming into a residential block in Kiev.
13:27Russia unleashing its largest aerial assault on Ukraine since the start of the war.
13:32A blitz of missiles and 500 drones lighting up the night sky.
13:37Families sheltering in the subway.
13:39At least one person killed, more than 20 injured.
13:42Within hours, Ukrainian President Zelensky talking by phone to President Trump.
13:46Zelensky calling their discussion very important and fruitful, saying they spoke about air defence
13:52and agreed to work together to strengthen the protection of our skies.
13:56But just days ago, the Trump administration announcing it was freezing some deliveries
14:01of critical air defence missiles to Ukraine, as Russia escalates its drone and missile attacks
14:07to record levels.
14:09And on the battlefield, Ukrainian forces outgunned and outnumbered, with Russia slowly occupying
14:15more land in eastern Ukraine.
14:17But Ukraine hitting back, today striking an energy substation in western Russia.
14:22The only positive sign, another prisoner swap.
14:25But after his call yesterday with Vladimir Putin, President Trump saying Putin isn't looking
14:30to stop the war.
14:31Yeah, I'm very disappointed with the conversation I had today with President Putin, because I
14:36don't think he's there.
14:38I don't think he's looking to stop.
14:40And, Witt, on those U.S. air defence missiles, a source telling Reuters the U.S. could resume
14:46supplies following that Trump-Zelensky call.
14:48For Ukraine, those missiles can't come soon enough.
14:51We're just getting news.
14:52Russia is conducting another large-scale aerial assault on Ukraine tonight.

15:03Hamas submitting what it calls a positive response to the ceasefire and hostage release proposals
15:08now on the table, the U.S. broker deal calling for a two-month pause in fighting, and a statement
15:14Hamas saying another round of talks would be needed to determine how the proposal would
15:19be carried out.
