00:00Well, it's been a long, productive day.
00:11We've been talking with members from across the conference
00:14and making sure that everyone's concerns are addressed
00:17and their questions are answered, and it's been a good day.
00:21We're in a good place right now.
00:22This is the legislative process.
00:24This is exactly how I think the framers intended for it to work.
00:27We feel very good about where we are, and we're moving forward.
00:30So we're going to deliver the big, beautiful bill,
00:33the president's America First agenda,
00:35and we're going to do right by the American people.
00:37This is going to be a great thing for the country.
00:39Look forward to moving it forward.
00:40We are here today united as House Democrats
00:43to make clear to the American people
00:47that every single House Democrat will stand up for your health care,
00:53stand up for your Medicaid,
00:55stand up for your Medicare,
00:58stand up for the Affordable Care Act,
01:01stand up for nutritional assistance for our children,
01:04our seniors, and our veterans,
01:07stand up for our hospitals,
01:09stand up for our nursing homes,
01:11stand up for our community-based health centers,
01:15and stand up against massive tax breaks
01:20for GOP billionaire donors.
01:24And that is why
01:26every single House Democrat
01:32will vote hell no against this one big, ugly bill.

01:40Republicans stand ready to deliver H.R. 1
01:42directly to the president's desk for his signature.
01:46Late last year,
01:47the American people rallied en masse
01:49behind the Republican vision for a renewed nation,
01:54a nation no longer blighted
01:56by the cataclysmic failures
01:58of the previous administration,
02:01a nation primed and ready
02:04to enter the golden age.
02:06One of the many strong, reinforced byproducts
02:09of our Republican vision
02:12is the One Big Beautiful Bill Act.
02:17It is one of the most consequential pieces of legislation
02:20that any party has ever passed,
02:23and for good reason.
02:25The provisions interwoven in this legislation
02:28are monumental.
02:29They are what the American people voted for in November.
02:32Historic tax relief for working families.
02:37Massive investments to secure our nation's borders.
02:41Capturing generational savings.
02:44Slashing waste, fraud, and abuse
02:47in government programs
02:49so that they may run more efficiently
02:51for those who truly need them.
02:55So, so far, we've introduced over 400 amendments.
02:57Each one of those amendments
02:58are going to give Democrats five minutes each
03:00to go and debate it.
03:01In this last go-around,
03:02we're able to delay the bill upwards of 30 hours,
03:04and so we're going to do the same thing.
03:06Do everything we can
03:06from a procedural point of view to delay this.
03:09The longer this bill is in the ether,
03:11the more unpopular it becomes.
03:12It's a very unpopular piece of legislation
03:14because it's the largest transfer of wealth
03:16from working-class people
03:17and the working poor
03:18to billionaires and the ultra-wealthy.
03:20So we're going to do everything we can to delay this.
03:22Do you think Democrats are doing a good enough job
03:24of getting the message out
03:25about what's in this bill
03:25and how it will affect Americans?
03:27I think so.
03:28I mean, if you look at the numbers,
03:29it's incredibly unpopular.
03:30It's because not just us are getting the message out,
03:32but our constituents are getting the message out.
03:34People online are getting the message out.
03:36And what this bill is also greatly dividing
03:38the coalition Donald Trump built during his campaign
03:40based off of a lie
03:42that he would help working people,
03:43but he's doing what we knew what he would do.
03:45He's helping billionaires
03:46and the richest Americans.
03:48Mr. President,
03:48it's been a long road to get to today.
03:52More than a year ago,
03:53groups of Republican senators and staff
03:55began meeting to lay the groundwork
03:57for extending tax relief
03:58for hard-working Americans
04:00if we were given the opportunity.
04:03Mr. President,
04:04voters gave us that opportunity.
04:06And since we took office in January,
04:08Republicans have been laser-focused
04:09on achieving the bill before us today.
04:13And now we're here,
04:15passing legislation
04:16that will permanently extend tax relief
04:18for hard-working Americans.
04:20Mr. President,
04:21that will spur economic growth
04:22and more jobs
04:24and opportunities
04:25for American workers.
04:27That will rebuild our military,
04:29secure our borders,
04:31unleash American energy,
04:34and cut waste, fraud,
04:36and abuse in federal programs.
04:38With this legislation,
04:40we're fulfilling the mandate
04:41we were entrusted with last November
04:43and setting our country
04:44and the American people
04:46up to be safer,
04:48stronger,
04:49and more prosperous.

05:11has said that he will vote no
05:13on the rule
05:14when this rule comes
05:16before the full committee.
05:19He said that he won't know
05:22on the rule
05:23for the big, beautiful bill.
05:25He said that
05:26I don't think it's going to be
05:28in the next couple of days,
05:29but it's going to have to be
05:31a compromise
05:31between the House and the Senate,
05:33basically saying
05:33we're not there yet.
05:35I guess if the head
05:36of the Freedom Caucus
05:37is now publicly announcing
05:38he's against
05:39not the bill,
05:40but the rule,
05:41then what the hell
05:42are we doing here?
05:42because if you lose
05:46three or four members,
05:48then we're spinning
05:51our wheels here.
05:52So do you have any information
05:55on how many Republicans
05:57are going to vote no
05:58on the rule?
