00:28well thank you all for joining us here today
00:32I'm reminded by my colleagues from India
00:35Australia and Japan that within an hour of becoming the
00:39Secretary of State of the United States this was my first meeting
00:42so we like to do these every six months right every five months
00:46but we're honored to host them here today in this very important
00:50partnership that has developed over the years and that I think has really taken
00:53wing in the last few months and that we want to continue to build on these very
00:58important countries these are very important strategic partners and allies
01:01of the United States
01:02and together we have a lot of shared priorities a lot of things we care
01:06about in the world I think there are many global problems but also problems
01:10that we face in our respective countries that can be solved by us cooperating
01:15together one of the challenges upon coming all this is a great partnership
01:19and a great forum in which to discuss these issues one of the challenges has
01:23been something new like this is turning meetings and gatherings where we talk
01:28about ideas and concepts into a vehicle of fraction into a vehicle for actually
01:33being able to take concrete actions and that's the next step in this great
01:37partnership is to actually begin to see concrete actions and steps being taken in
01:42conjunction with one another in coordination with one another in
01:44partnership with one another for the benefit of our respective countries and
01:48ultimately of many other countries in the world there are many countries that are
01:51going to benefit from this partnership even though they're not members of it and it's
01:54not simply a security matter it's largely in many cases about economic development in
01:59fact later today we'll be hosting here in this building a number of companies I
02:03think over 30 or 40 companies is the last count representing all four of our
02:08countries companies that are doing businesses in these countries or who are
02:12domiciled in these countries and who are going to be visiting here to talk about
02:17things we can work together on and there are many topics that we can work on and focus on one
02:20that I personally been very focused on is diversifying the global supply chain of
02:25critical minerals not just access to the raw material but also access to the
02:30ability to process and refine it to usable material it's critical for all
02:34technologies and for all industries across the board and so having a diverse and
02:39reliable global supply chain of these it's just one example of many that that we
02:44can focus on and build upon and and achieves some some real progress on so
02:50that's the hope for this partnership that that's why it's so important to host it
02:53here today and in addition to the bilateral relationships we have with each of
02:58the three partner nations that are here it's also important within this forum to
03:02turn it into one where we begin to focus on specific issues that we want to work
03:06together on and begin to deliver action on those issues and today's the next step in
03:11that process it's an honor to host them and now I'm going to to ask to my become a
03:18friend I've seen him a number of times now in just six months on the job and I
03:21was just telling how much he travels I follow the news and he's every time I
03:24see somewhere else in the world so he's been very busy but my colleague from
03:27India who will be followed by my colleague from Australia and then of
03:31course Japan who have also seen quite a number of times I've thought I've seen
03:34you more than my own children and because he's at all some of the same
03:38forums that we've been on and it's been an important partnership as well so I'm
03:41grateful to all of you for being here today welcome to the State Department
03:44welcome to Washington and I look forward to visiting you in your respective
03:47countries as well and for the progress that we're making together in this very
03:51very important partnership and forum that we've created so thank you thank you
04:04I'm very pleased to be back in DC for the second time this year for a quad foreign
04:12minister's meeting and let me begin by saying that we're all committed to
04:18ensure a free and open Indo-Pacific to that end our endeavors are devoted to
04:26promoting a rules-based international order it is essential that nations of the
04:31Indo-Pacific have the freedom of choice so essential to make right decisions on
04:38development and security in the last few months we have made significant progress
04:44and quad initiatives they include the maritime domain logistics education and
04:50political coordination we will be discussing that in greater detail the
04:57working of the court has also been made more efficient through streamlining the
05:01working groups a more cohesive nimble and focused quad will certainly help
05:07deliver better what is about deepening our convergence and expanding our common
05:16ground I value our consultations on different dimensions of the Indo-Pacific in
05:22that regard a lot is happening in the world and I'm sure that our exchange of
05:27views will be very valuable for all of us a word about terrorism in the light of our
05:35recent experience the world must display zero tolerance victims and perpetrators must
05:42never be equated and India has every right to defend its people against terrorism and we
05:49will exercise that right we expect our quad partners to understand and appreciate that
05:55India plans to host the next quad summit we have some proposals on how to make that
06:02productive I'm sure so do our partners we will discuss and I'm sure we will agree once again I thank
06:09Secretary Rubio for hosting us today and I look forward to our discussions thank you
06:14thanks very much it's really wonderful to be back here in Washington it was such an honor to be asked be invited to attend the inauguration of the
06:29President Trump in January and to attend it with my colleagues from India and Japan and
06:36Secretary Rubio it was indeed your first your first few hours of being the Secretary of State was such an honor to meet with you and I look forward thank you for the engagement over particularly this last little period with the Middle East and then obviously we look forward to your visit to the
06:56we look forward to your visit to the ASEAN set of meetings in our region we are we understand how important this partnership is it is such an important partnership for the world is such an important partnership for our region it's such an important partnership for the countries represented the importance of our partnership is highlighted by the urgency of the strategic challenges that we all face in his testimony to his
07:03confirmation hearings the Secretary of the
07:33and Australia agrees.
07:36This is a very important Quad meeting, as always,
07:39and unfortunately we meet against the backdrop of conflict
07:42and of escalating competition.
07:45So it has never been more important for us to harness our collective strength
07:50for peace, for stability, for prosperity in the Indo-Pacific
07:56and for all our peoples.
07:58These four countries represent nearly a quarter of the world's population
08:02and over a third of global GDP.
08:05We are independent, sovereign nations.
08:08We bring our own perspectives, our own interests,
08:12and we also know this, that we are stronger when we work together.
08:17Whether it's when we respond to emergencies, as we did,
08:20when we together mobilise quickly to support communities
08:23affected by the deadly earthquakes in Myanmar,
08:26all cooperating on issues which are critical
08:29to the region's security and prosperity,
08:32such as technology, supply chains and maritime security.
08:37Practical cooperation, which is all designed to make all of us safer
08:42in a region which continues to change.
08:45I'm very grateful to be hosted again by the Secretary for this,
08:49our second Quad meeting in six months,
08:51and I look forward to the discussion today.

09:27Today, I'm pleased to convene the second Quad
09:30foreign ministers' meeting of this year, thanks to Marko's initiative.
09:34The previous foreign ministers' meeting in January took place
09:38just a few hours after Marko's first day at the State Department,
09:42and I believe that sent a positive and strong message
09:46to the international community.

11:49Additionally, we will exchange views on future cooperation that will benefit countries in the region in order to advance the realization of a free and open Indo-Pacific.
