00:00On his first day in office, Manila Mayor Isco Moreno says he will declare a state of health
00:06emergency over the growing garbage problem. He made the announcement in a Facebook live stream
00:11on Monday, June 30, after finding out that garbage collectors stopped working because they were not
00:16being paid by the city's previous administration. Moreno adds uncollected trash could harm people's
00:21health and safety, especially the elderly and children. In a letter to the mayor, Phil Echo
00:26and Metro Waste Solid Management said they were terminating their contracts with the city
00:30starting June 30. Moreno says the city owes about 400 million pesos to Phil Echo and Metro Waste.
00:36As a temporary solution, the mayor ordered a city engineering office, the Department of Public
00:41Services, and the Disaster Risk Reduction and Management Office to mobilize all personnel
00:46and equipment to help with the cleanup. He also asked barangay officials to clean the streets
