Seized goods at Customs 'did not go through proper FDA process'
Health Secretary Teodoro Herbosa says that the seized shipments of goods at the Port Area at the Bureau of Customs on July 1, 2025 ' did not go through the proper Food and Drug Administration (FDA) process.' Herbosa said the smugglers 'put three packets of noodles in front of the boxes, and behind those were kilos and kilos of onions' and 'because they declared the shipment as processed food, only FDA personnel were authorized to inspect it, which delayed proper detection.' Based on the Department of Agriculture's price monitoring, the undeclared goods were valued at approximately ₱34.2 million—₱10.2 million worth of red onions, ₱3.8 million in white onions, and ₱20.08 million in frozen mackerel.
