00:00The Cybercrime Investigation and Coordinating Center has now the capability to detect fake videos
00:07and is immediately reviewing reports to take it down if social media, if it is confirmed as fake.
00:13Christian Bascones tells us more on how the CICC is addressing the spread of misinformation and disinformation.
00:23Amid the escalating tension between Iran and Israel, another source of chaos is this video.
00:28As of this hour, joint Israeli and Philippine forces have launched coordinated operations to dismantle extremist control in this region.
00:36At first glance, it looks real, but when examined closely, it is a deepfake video that could pose a threat to national security.
00:44The video even used the PTV logo to make it appear legitimate.
00:48That's why we immediately reported it to the Department of Information and Communications Technology or DICT, Cybercrime Investigation and Coordinating Center or CICC.
00:56According to Assistant Secretary Renato Paraiso, Deputy Executive Director of CICC, their agency now has the capability to detect fake videos.
01:06We have the capabilities and the systems para mag-analyze sa mga deepfake videos nito, whether these are computer-generated or they're authentic videos.
01:14After that, pag-analyze sa mga deepfake videos, kami na hong mismo nagsusulat sa Meta to take down these AI-generated or deepfake videos, especially if it deals with national concerns and national security.
01:28Their headquarters is also open to receive calls 24-7, just call 1326.
01:33The CICC will review the report and immediately write to Meta or any social media platform to take it down if it is confirmed as fake.
01:42And if the content is demalarming, its removal from the online space will be faster.
01:47Just like the deepfake video wherein President Ferdinand R. Max Jr. was shown endorsing an investment deal, the CICC immediately took it down.
01:56So, sa mga kababayan natin, it might take days. Sa amin ho kasi we experience, to be fair sa mga kaibigan natin sa Meta, we've experienced ng mga 12 to 24 hours.
02:07Pero kasi sa amin, it's not enough eh. For example, yung deepfake ho ng ating mahal na pangulang President Ferdinand R. Max Jr., it involves really national security.
02:16And the longer it stays there or kahit isang minuto or five minutes lang yan mag-stay dyan, it proliferates and it causes harm na eh.
02:24Meron lang, it erodes yung confidence, it erodes yung pagtitiwala doon sa, not only with our President but the system of government as well.
02:37Kasi iba yung messaging doon sa mga deepfake videos na to eh.
02:40Kasi pimo, ang Pangulo nag-i-endorse na isang investment deal.
02:44The CICC is composed of various government agencies working together.
02:48Anyone caught spreading fake videos, especially AI-generated ones, will face immediate legal action and imprisonment.
02:55And if the perpetrator uses an anonymous or dummy account, the CICC issues this reminder.
03:00Kailangan natin palalahanan yung mga medyo malilikot, makukulit natin yung mga kababayan.
03:06Kung akala nyo, dati makakalusot kayo. Ngayon, ina-assure ko na sa inyo that the CICC has the capabilities to unmask yung mga anonymous profiles nyo.
03:16We are partnering up with various industries para humatuntun kayo.
03:21At we are partnering up with other government agencies for apprehension and prosecution.
03:27With the number of fake videos spreading right now, it's important to carefully verify it before believing.
03:32And if you think it poses a threat, don't hesitate to immediately report it to CICC.
03:39This is Christian Bascones from the National TV Network for a new and better Philippines.
