03:37Next, your administration has smashed records for appointing
03:42large numbers of highly qualified, capable people at all
03:45levels of the federal government.
03:47These are 28 subcabinet-level officials being appointed to a
03:51number of different departments and agencies.
03:53Some of them are quite important positions like
03:55departmental general counsels, but these are people who have
03:59been pre-vetted and have received your approval previously.

04:13Next, this is an executive order.
04:15This charges your Secretary of the Treasury, Scott Bessent,
04:19and your Secretary of Commerce, Howard Lutnick, to begin a
04:22process that will hopefully result in the creation of an
04:25American sovereign wealth fund.
04:27It's a very exciting event.
04:30We're going to have a sovereign wealth fund, which
04:33we've never had.
04:34We have a lot of things that create wealth, and you've
04:37seen that over the last two weeks.
04:39I think we've created more wealth.
04:41Other people have created de-wealth, the people my
04:44predecessors.
04:45We're creating a lot of wealth.
04:47Scott, maybe you'd like to say something about it, and
04:50I'd ask also Howard to say something about it.
04:53Yes, sir.
04:54This is very exciting.
04:57We're going to stand this thing up within the next 12 months.
05:02We're going to monetize the asset side of the U.S.
05:07balance sheet for the American people.
05:09We're going to put the assets to work.
05:13And I think it's going to be very exciting.
05:17We're going to study best practices that's done around the world.
05:20It will be a combination of liquid assets, assets that we have in this country as we work to bring them out for the American people.
05:30The extraordinary size and scale of the U.S. government and the business it does with companies should create value for American citizens.
05:43If we are going to buy 2 billion COVID vaccines, maybe we should have some warrants and some equity in these companies and have that grow for the help of the American people.
05:55So, bringing all these things together, I think we'll create, Scott and I will create an amazing sovereign wealth fund for you, sir.
06:02So, other countries have sovereign wealth funds and they're much smaller countries and they're not the United States.
06:09We have tremendous potential in this country.
06:11Tremendous.
06:12You're seeing that what's happened just in a short period of time.
06:15And as an example, TikTok, we're going to be doing something perhaps with TikTok and perhaps not.
06:21If we make the right deal, we'll do it.
06:23Otherwise, we won't.
06:24But I have the right to do that.
06:26And we might put that in the sovereign wealth fund, whatever we make.
06:29Or if we do a partnership with very wealthy people, a lot of options.
06:34But we could put that as an example in the fund.
06:37And we have a lot of other things that we could put in the fund.
06:40And I think in a short period of time, we'd have one of the biggest funds.
06:43And, you know, some of them are pretty large, I must tell you.
06:47Some of the, like the Saudi Arabia fund is on the large side.
06:52But eventually, we'll catch it.
06:54But we're going to create a lot of wealth for the fund.
06:57And I think it's about time that this country had a sovereign wealth fund.
07:01And these two gentlemen and some others are going to work with them very closely.
07:05And they'll be heading it up.
07:06And they're going to do a great job.
07:08Two highly respected people that have done unbelievably well in the world.
07:12In the real world.
07:14So that's a big deal, huh?
07:15Yes, sir.
07:16I think it's going to create value and be of great strategic importance.
07:21Mr. President, why is it important for Elon Musk to have access to the payment systems at Treasury?
07:29Well, he's got access only to letting people go that he thinks are no good if we agree with him.
07:35And it's only if we agree with him.
07:37He's a very talented guy from the standpoint of management and costs.
07:41And we put him in charge of seeing what he can do with certain groups and certain numbers.
07:49The numbers, some of the numbers are horrible, what he's found.
07:52A hundred, think of it, a hundred million dollars on condoms to Hamas.
08:00Condoms to Hamas.
08:02And many other things that are, frankly, even more ridiculous.
08:06And they're finding tremendous waste, really waste more than anything else, I think you could say.
08:14Probably fraud and abuse can be added to it.
08:17The more standard waste, fraud and abuse.
08:20But they're finding tremendous amounts of really bad things, bad spending.
08:26You've been reading about, you've been writing about some of it, frankly.
08:30And some of the things that they've been doing is just terrible.
08:34Elon can't do and won't do anything without our approval.
08:39And we'll give him the approval where appropriate.
08:42Where not appropriate, we won't.
08:44But he reports in and he, it's something that he feels very strongly about.
08:51And I'm impressed because he's running, obviously, a big company.
08:54But he has nothing to do, if there's a conflict that we won't let him get near it.
08:58But he does have a good natural instinct.
09:00He's got a team of very talented people.
09:02We're trying to shrink government.
09:04And he can probably shrink it as well as anybody else, if not better.
09:08Where we think there's a conflict or there's a problem, we won't let him go near it.
09:14But he has some very good ideas.
09:16And we have a lot of other talented people also.
09:18We're bringing in the most talented people in the world.
09:21By the way, we just unrelated, but we have two of the most talented people in the world.
09:25The legendary Rupert Murdoch and Larry Ellison.
09:28So they are two legends in business, publishing, and probably every other.
09:34Rupert is Larry pretty much in a class by himself, right?
09:39I mean, although he may have a couple of bucks more.
09:41I don't know.
09:42But Rupert is in a class by himself.
09:45He's an amazing guy.
09:46And Larry is Larry.
09:49Larry is one of the most serious players anywhere in the world.
09:52So it's an honor to have you.
09:54This has nothing to do with you people.
09:56But they're here and I thought it would be appropriate.
09:58I'm sure you didn't recognize them.
10:00They're all going crazy.
10:02They're saying, what are they doing here?

10:05Mr. President, on the tariffs, is there any chance that Canada
10:08or China could also get out of the tariffs after you start to deal with Mexico?
10:12Well, nobody is out with Mexico.
10:14We had a great talk with Mexico.
10:17And we had President Scheinbaum is a woman.
10:23I like her very much.
10:24And we've had good relationships.
10:25But we have to stop fentanyl from coming in, whether I like somebody or not.
10:29And we have to stop the illegal aliens from coming in.
10:32I think we've lost 200,000 people on average a year for many years.
10:36Much higher than the 100,000.
10:38It could be even closer to 300,000.
10:41And they've agreed to put in 10,000 soldiers permanently, like forever.
10:4710,000 soldiers at their side of the border and stop fentanyl and illegal aliens from coming into our country.
10:54They have a big incentive to do.
10:56Other than that, we've agreed to talk and consider various other things.
11:01We haven't agreed on tariffs yet.
11:03And maybe we will, maybe we won't.
11:05But we have a very good relationship.
11:08I also spoke with Prime Minister Trudeau of Canada.
11:12And we had a good talk in the morning.
11:15But I did ask him a couple of questions, like, you know, banks aren't allowed to do business in Canada.
11:19Canada is very tough.
11:20Canada is very, you know, we're not treated well by Canada.
11:24And we have to be treated well.
11:27Banks are not, as an example, allowed.
11:30Did you know that?
11:31That banks, American banks are not allowed to do business in Canada.
11:34Can you believe that?
11:35And that's one of many things that we talked about.
11:38And I think we'll win most of the subjects.
11:40But for some reason, a lot of things have been very unfair with Canada.
11:45I noticed that in the first term.
11:48You deal with people.
11:49And after a while, you begin to realize, like you learned that Larry Ellison is very tough to do business with.
11:54Okay?
11:55He's a very tough guy.
11:56I mean, I'm sure you're shocked to hear that.
11:58But Canada is very tough.
12:01They're very, very tough to do business with.
12:04And we can't let them take advantage of the U.S.
12:07They don't take our agricultural product, for the most part.
12:10They don't take our cars.
12:12They make cars.
12:13But they basically don't take our cars.
12:15And, you know, we don't need β€” and look, I think we're going to have another good conversation today.
12:20We're actually speaking at 3 o'clock again.
12:22But we don't need them to make our cars.
12:25We don't need them to give us lumber.
12:27We don't need them for agricultural products, because we have all the agriculture we need.
12:32They don't take our agricultural product, for the most part β€” our milk and dairy, et cetera.
12:37A little bit they do, but not much.
12:39We take theirs.
12:41And as far as cars are concerned, they took in a big percentage, almost 19 percent of the market.
12:48And, you know, I wouldn't mind making our cars in the United States.
12:51So we have a problem there.
12:53I'd like to make our cars in the U.S.
12:56We don't need Canada to make our cars.
12:58With that being said, we're going to have another call at 3 o'clock.
13:01We had a call this morning.
13:02It was a pretty good call, I'd say.
13:05So the call with Mexico went very well, in the sense that they're very strong now on the border.
13:11They're going to put soldiers there β€” actually, they're best military soldiers.
13:17And they're going to be at the border β€” 10,000.
13:20That's a lot of soldiers.
13:21And they want to protect it, also.
13:23You know, they want β€” they don't want people running through Mexico, coming through Mexico, to come into our country.
13:28So they're going to do that.
13:29And then we're going to talk about other things over the next β€” and we're going to have β€” over the next 30 days,
13:34we're going to have Scott, Howard, and Marco β€” Marco Rubio, Secretary of State β€” lead the delegation.
13:41And we're going to have a big negotiation with Mexico β€” I'll be involved, too.
13:47And President Scheinbaum will be involved to see whether or not we can work something out on the tariffs.
13:52What about China, sir?
13:53Yeah, that's all China.
13:54China will be speaking to China probably over the next 24 hours.
13:59That's all China, President Trump.
14:00We don't want fentanyl coming into our country.
14:04Now, we had another big thing β€” speaking of China β€” China's involved with the Panama Canal.
14:10They won't be for long.
14:12And that's the way it has to be.
14:14Marco just got back.
14:15As you know, he's in the process of coming back.
14:18I guess he's almost back by now.
14:21And he had a very long conversation with the leader of Panama, the respected man, and some others β€” the entire leadership group.
14:32And we're trying to work a deal on the Panama Canal.
14:37The Panama Canal was given foolishly years ago to β€” it shouldn't have happened β€” years ago to Panama by Jimmy Carter and the group.
14:50We lost 38,000 people building the Panama Canal, like the β€” one of the great wonders of the world.
14:57It's the biggest job we've ever built, the biggest project we've ever built in this country, dollar-wise and every other way.
15:0438,000 people died β€” Americans, all men, just about β€” laborers and construction people that went to Panama.
15:14The mosquito got them.
15:16Between mosquito and snakes, we lost 38,000 people.
15:20It was the most expensive project ever built by the United States.
15:24The biggest, most expensive project we ever built β€” 110 years ago.
15:29If you bring it up to now, it would have been the equivalent of $2 trillion.
15:32The most expensive we ever built.
15:35And we gave it away for $1, okay?
15:38We gave it away, essentially, for nothing.
15:41And we either want it back, or we're going to get something very strong, or we're going to take it back.
15:51And China will be dealt with.
15:57And we didn't give that to China.
16:00We gave it to Panama.
16:01We shouldn't have given it to Panama.
16:03But Panama, as you know, has violated the agreement β€” totally violated the agreement.
16:08So that's in the process right now.
16:10But they did have a very good meeting with the head of Panama.

16:15Could you say your current thinking about whether China should enforce reparations for fentanyl deaths and the million β€”

16:25But they do have tariffs.

16:37is not something that anybody could ever even imagine.
16:42It's probably $60 trillion.
16:44And all the countries in the world don't have $60 trillion.
16:48The amount of death and the amount of destruction and the amount of money lost is probably $60 trillion.
16:55I had it figured by people about three months ago.
16:59I was just β€” it just said, figure it out.
17:01Nobody knows what the real number is, but it's almost an infinite number, the damage done.
17:07But I have not discussed that.
17:09What I have discussed is we'll have some good meetings with China.
17:13We have meetings planned, and we'll see what happens.
17:17But that was just an opening salvo.
17:20If we can't make a deal with China, then the tariffs will be very, very substantial.

19:37with the European Union massive, like $350 billion,
19:42if you can believe it.
19:43They don't take our farm product.
19:45They don't take our cars.
19:46They don't take almost anything, but we take their cars.
19:49We have millions of cars coming, and BMW, and Mercedes-Benz,
19:53and Volkswagen, and just so many different cars.
19:58And we don't do anything about that.
20:00And we don't charge them tariffs.
20:03They make it impossible to sell cars in the European Union.
20:07They make it a very difficult agricultural product.
20:10They actually don't take it.
20:11And they have a lot of excuses.
20:13Some of them are the pesticides and the different chemicals used.
20:16And Bobby Kennedy actually is looking at that very,
20:21very seriously because maybe it's not necessary to use all of that.
20:25You know, we want to be the healthiest country, and we're not.
20:28We spend more money on food than anybody else
20:30in terms of its creation, but we're not the healthiest country.
20:34So maybe there is something to the fact
20:37that we shouldn't be using so much chemical,
20:40and maybe that'll stop.
20:41But Bobby Kennedy is the one, because he is not a believer
20:44in all of the things we have done,
20:46and neither are the Europeans.
20:48So we'll see what happens.
20:49But they use it as an excuse not to buy our product.
20:53And you tried to ask a couple of the leaders.
20:57I don't want to use names, but how many Chevrolets or Fords
21:01you see in the middle of Munich?
21:03And the answer is none, because they don't take any cars.

21:07So the European has abused the United States for years,
21:12and they can't do that.
21:14And they want to make a deal.
21:15Let me tell you, in all cases, they all want to make deals.
21:19There's nobody that doesn't want to make deals.
21:21They've been abusers, and they want to make deals.
21:24So we'll see about that.
21:25But we'll have, I think, some very fair deal.
21:29All we want is a fair deal.
21:31And, you know, there's a word, reciprocal.
21:33I'd go right now, reciprocal tariffs on everybody.
21:37Because many of the countries that you feel so horrible
21:40about, the way they're being treated by Trump,
21:42you're saying, oh, President Trump is so terrible to them.
21:45Well, they charge us tariffs.
21:47The European Union has a VAT tax,
21:49which is through the roof, okay?
21:50It's a similar thing, similar to a tariff.
21:54It's a VAT, and they have it.
21:56And it's numbers like you wouldn't believe.
21:58And Canada, I told you about the banks,
22:01and I told you they charge us.
22:03And people don't say that.
22:05They don't like to say it.
22:06Just like they don't like to say that I opened up
22:08the water for California.
22:10It's a great thing.
22:11It's too bad they didn't do it themselves.
22:12I had to do it, and it was not easy.
22:14We did it a very rough way.
22:16And I didn't like to do it a rough way.
22:18We shouldn't have to do it a rough way.
22:21But a lot of these countries that we're talking about,
22:23you know, they're so-called allies,
22:25but they don't treat us well.
22:27And just like I got $420 billion,
22:31and now it's actually over $600 billion,
22:34the Secretary General of NATO came in two weeks ago,
22:37and he said it was a miracle when Trump came in.
22:40When President Trump came into NATO, I got,
22:43he said it was $636 billion by saying to them,
22:47no, you have to pay.
22:49And if you don't pay, we're not going to be there for you.
22:52You know, somebody has to say it, and they pay it.
22:55And it was a large amount of money.
22:57And one of the problems we have
22:58with the Russia-Ukraine situation is that
23:02we want to see some equalization,
23:05because we're in for close to $300 billion,
23:09and they're in for $200 billion less.
23:12Why are they in for less?
23:14Because Biden never asked them for money.
23:16He never said, you got to pay.
23:18He never did.
23:19All he did is hand out money.
23:21So we're talking with them right now,
23:23and we're actually working some deals right now,
23:25so we have some guarantees and some other things
23:31to keep that whole situation to go, really going.
23:36I mean, going.
23:37We're telling Ukraine they have very valuable rare earth.
23:42We want what we put up to go in terms of a guarantee.
23:47We want a guarantee.
23:49We're handing them money hand over fist.
23:51We're giving them equipment.
23:53European is not keeping up with us.
23:55They should equalize.
23:56And look, we have an ocean in between.
23:58They don't.
23:59It's more important for them than it is for us.
24:02But they're way below us in terms of money.
24:04And they should be paying at least equal.
24:08They should really be paying much more than us.
24:10But let's say equal to us, and they're billions
24:13and billions of dollars below.
24:16So we're looking to do a deal with Ukraine
24:18where they're going to secure what we're giving them
24:21with their rare earth and other things.
24:24Mr. President,
24:25in terms of this idea with Mexico this morning,
24:27was that partially related to the market reaction
24:31and a criticism for Mr. Murdoch's own newspaper?
24:33He called it the Thomas Trey Corps
24:35on the editorial page on Saturday.
24:38I'm going to have to talk to him a little bit.
24:42I've been right over the Wall Street Journal many times,
24:45I will tell you that.
24:46I don't agree with him on some things.
24:47No, it's not only is it not dumb.
24:51You're going to see.
24:52You're going to see.
24:53Every single one of those countries is dying to make a deal.
24:56You know why?
24:57Because they're ripping us off really badly.
25:00And the United States is tired of just being ripped off.
25:05And that's why we have $36 trillion in debt.
25:08We have it for a reason,
25:09because we make bad deals with everybody.
25:12And we don't allow that anymore.
25:15So the Wall Street Journal is wrong because, very simply,
25:18every single country that you're writing about right now
25:21is dying to make a deal.
25:23Because the deals they have right now are so good,
25:26and so good for them, and so profitable for them.

25:35And I think, in the end, you're going to see
25:36that either very, very substantial tariffs
