00:00The irresponsible, dangerous and provocative actions committed by the USA against the Islamic Republic of Iran.
00:07In violation of the basic principles of international law has been conducting massive strikes on Iranian infrastructure and sites.
00:14They together launched an unprovoked missile and bomb attack on three nuclear sites in Iran.
00:20It's prepared not only to turn a blind eye to the killings of tens of thousands of Palestinian women, children and older persons,
00:25but also to gamble with the safety and well-being of humanity as a whole.
00:28It's unconcerned by either the radiological consequences, nor the threat to the lives and health of a huge number of people,
00:35civilians including women and children in the region and beyond.
00:38Washington, much like West Jerusalem, sees itself as the highest judge in the land.
00:43Thus, the U.S. has confirmed that in order to safeguard their global hegemony,
00:47it's prepared to commit any crimes, any violations of international law.
00:51Let me remind you that no one gave the U.S. the authority to act in such a way.
00:56We call for an immediate ceasefire and ending the hostilities.
01:01In the context of the abrupt escalation of tensions in the Middle East,
01:05China is deeply concerned about the risk of the situation getting out of control
01:08and avoid exacerbating conflicts and adding fuel to the fire.
01:12We call for effective protection of civilians.
01:15Peace in the Middle East cannot be achieved by the use of force.
01:19Dialogue and negotiation are the fundamental way out.
01:22The Security Council has the primary responsibility for the maintenance of international peace and security.
01:27Russia condemns in the most decisive terms the irresponsible, dangerous and provocative actions
01:33committed by the USA against the Islamic Republic of Iran, a sovereign member state of the United Nations.
01:40As we know, in the early hours on the 22nd of June, the U.S. Air Force, in full cooperation and coordination with the Israeli Air Force,
01:49an air force which for over a week, in violation of the basic principles of international law,
01:54has been conducting massive strikes on Iranian infrastructure and sites,
01:58they together launched an unprovoked missile and bomb attack on three nuclear sites in Iran,
02:05sites under IEA safeguards, Fodou, Natanz and Isfahan.
02:10In so doing, Washington yet again demonstrated its complete contempt for the position of the international community.
02:18Washington reasserted that to further the interests of its Israeli ally,
02:23it's prepared not only to turn a blind eye to the killings of tens of thousands of Palestinian women,
02:27children and older persons, but also to gamble with the safety and well-being of humanity as a whole.
02:33Through their actions, the U.S. has opened a Pandora's box.
02:36No one knows what new catastrophes and suffering it will bring.
02:39In the last 10 days, we heard three briefings from the IEADG, Mr. Rafael Grossi.
02:47He cautioned that strikes on Iranian nuclear infrastructure could have absolutely unpredictable repercussions,
02:53as well as that they pose a major threat to both the nuclear safety and security,
02:59not only in Iran, but also in the region and the world.
03:03Yet Washington is completely unconcerned.
03:06It's unconcerned by either the radiological consequences nor the threat to the lives and health of a huge number of people,
03:12civilians including women and children, in the region and beyond.
03:16Washington, much like West Jerusalem, sees itself as the highest judge in the land,
03:21vested with the right to mete out justice as it sees fit.
03:25Thus, the U.S. has confirmed that in order to safeguard their global hegemony,
03:29it's prepared to commit any crimes, any violations of international law.
03:32Let me remind you that no one gave the U.S. the authority to act in such a way.
03:39We insistently offered our U.S. colleagues our mediation services
03:44so as to find a peaceful, mutually agreeable solution surrounding the Iranian nuclear program.
03:50Yet our U.S. colleagues are clearly not interested in diplomacy today.
03:56Responsibility for this falls squarely on the shoulders of the U.S. leadership,
03:59especially given that it is the U.S. leadership that not only publicly acknowledged its responsibility for these actions,
04:06but actually flaunted it, demonstrating wholesale disregard for the norms of international law
04:11and the U.N. Charter, as well as Security Council resolutions,
04:14including Resolution 487 and Resolution 2231,
04:19as well as the Non-Proliferation Treaty, the NPT.
04:21Yesterday, the U.S. conducted strikes on three Iranian nuclear facilities in Fordow, Natanz, and East Fahan.
04:30China strongly condemns the U.S. attacks on Iran
04:33and the bombing of nuclear facilities under the safeguards of the IAEA.
04:41The actions of the United States seriously violate the purposes and principles of the U.N. Charter
04:46and international law, as well as Iran's sovereignty, security, and territorial integrity.
04:53It has exacerbated tensions in the Middle East
04:56and dealt a heavy blow to the international nuclear non-proliferation regime.
05:01The international community must uphold justice
05:03and make concrete efforts to cool down the situation and restore peace and stability.
05:10In this connection, I wish to put forward four appeals.
05:13First, we call for an immediate ceasefire and ending the hostilities.
05:19In the context of the abrupt escalation of tensions in the Middle East,
05:23China is deeply concerned about the risk of the situation getting out of control.
05:27The parties to the conflict, Israel in particular,
05:31should reach an immediate ceasefire to prevent a spiraling escalation
05:34and to resolutely avoid the spillover of the war.
05:39The parties concerned should abide by international law,
05:42curb the impulse to use force,
05:45and avoid exacerbating conflicts and adding fuel to the fire.
05:50Second, we call for effective protection of civilians.
05:55The ultimate victims of all conflicts are the innocent people.
06:00China is deeply saddened by the large number of civilian casualties caused by the conflict.
06:06Civilians and civilian facilities must not become targets of military operations.
06:11Civilians and the bottom line of international humanitarian law must not be breached.
06:16Parties to the conflict should place the interests and well-being of the people of the countries in the region above everything else
06:22and make every effort to avoid harm to innocent civilians and refrain from attacking civilian facilities.
06:29Third, we call for commitment to dialogue and negotiation.
06:34Peace in the Middle East cannot be achieved by the use of force.
06:38Dialogue and negotiation are the fundamental way out.
06:42At present, diplomatic means to address the Iranian nuclear issue haven't been exhausted,
06:47and there is still hope for a peaceful solution.
06:51Parties should stay firmly committed to the political settlement of the Iranian nuclear issue
06:56and work to bring it back onto the track of a political solution through dialogue and negotiation,
07:02with a view to reaching an agreement acceptable to all parties.
07:07Fourth, we call for swift actions by the Security Council.
07:11The Security Council has the primary responsibility for the maintenance of international peace and security
07:18and cannot stand idly by in the face of a major crisis.
07:27Russia, China, and Pakistan have proposed a draft resolution calling for an immediate and unconditional ceasefire,
07:35the protection of civilians, respect for international law, and engaging in dialogue and negotiation.
07:40We hope that Council members can demonstrate their strong sense of responsibility
07:45by jointly supporting the draft resolution to enable the Security Council
07:49to fulfill its responsibilities for the maintenance of international peace and security.
07:54China stands ready to work with the international community to foster synergy,
07:58uphold justice, and make unremitting efforts to restore peace and stability in the Middle East.
