00:30Isang linggo na matapos ipag-utos ng Impeachment Court sa Kamara,

00:36ang pagsusumite ng sertifikasyon na naaayon sa konstitusyon

00:40ang inihain nilang impeachment complaint laban kay Vice President Sara Duterte.

00:45Pero hindi pa ito nasusumite ng House Prosecution Panel.

00:48It's up to them whether or not to comply or not.

00:52But again, this is the order of the Impeachment Court

00:58and any lawyer worth his salt and any litigant for that matter

01:03should comply first before you complain.

01:09Buwelta pa ng tagapagsalita ng Impeachment Court,

01:12imbis na ang korte ang pag-initan,

01:14dapat paghandaan ng prosekusyon ang defense team ng Vice.

01:18Huwag daw awayin ang Senado dahil hindi silang magkalaban.

01:20Ano po motibo nila by criticizing the court?

01:25Dapat po yung energy po nila na pagkikriticize sa korte

01:29ay ginugugol nga po nila doon sa kanilang kalaban

01:32dahil hindi po nila kalaban ng korte.

01:35Ang kalaban po nila ay yung kabilang party, yung defense po.

01:41So sabi nga po, formidable yung at mga respetabling mga abogado po

01:46yung nasa defense team. So paghandaan na lamang po nila.

01:50At yun yung awayin po nila at huwag po yung Impeachment Court.

01:54Iniiwasan din ano yan ang korte na ipakontempt ang prosekusyon.

01:57At sana raw, huwag na umabot sa Korte Suprema ang issue

02:01dahil baka humaba lang ang proseso.

02:03Giyit naman ang tagapagsalita ng House Prosecution Panel,

02:07hindi sila nakikipag-away,

02:08kundi nananawagan lang sa Impeachment Court

02:11na kumilos base sa konstitusyon.

02:22Wala pa raw desisyon ang Prosecution Panel

02:24kung kailan ipapadala ang kanilang sagot sa Impeachment Court.

02:28May hihingin pa raw silang karifikasyon mula sa korte.

02:30We want a clear understanding of what they really want

02:34kasi ano eh, yung kanilang order of returning it,

02:38it is so irregular.

02:39It is not contemptible per se.

02:42But there are serious repercussions.

02:44Why?

02:44If we do not comply,

02:46the process will be again delayed.

02:48Ayon kay dating Supreme Court Chief Justice Reynato Puno,

02:51wala sa rules ng Impeachment Court

02:53na dapat hinga ng sertifikasyon ng Kamara.

02:55Wala naman doon sa kanilang rules

02:58na dapat magkaroon ng certification

03:03yung house

03:10Wala naman yung sa rules and regulations nila eh.

03:14Eh bakit nila ngayon iniimpose yung reglamento na yan?

03:19Si Puno ang chairperson ng Philippine Constitution Association o FILCONSA,

03:26Lahat tayo ay nababagalan sa pag-usad ng impeachment complaint

03:34dyan sa Senate Impeachment Court.

03:39Hindi naman na hinihingi ng mga mamamayan

03:45na magkaroon ng akwital or conviction.

03:50Basta magkaroon lang ng closure

03:54at makita kung ano mga magiging desisyon

03:58ng Senate Impeachment Court.

04:01Naniniwala raw si Puno na walang dapat question

04:04na pwedeng tumawid ang impeachment trial

04:06mula sa 19th Congress tungo sa 20th Congress.

04:09Sa pagsusuri ng maraming galubhasa sa ating saligang batas.

04:17Klarong-klaro naman na doon na yung impeachment court

04:22is a continuing body.

04:24Yung papalit ng judge, eh hindi rasyon yun

04:31to doubt the continuity of the jurisdiction of the court.

04:35Hindi na ito dapat maging issue. Tama ho ba?

04:37Eh, opo. Kung susundin nila yung case law dyan,

04:43yung jurisprudence, yung practices,

04:46hindi na dapat pag-usapan yan.

04:50para sagutin ang summons ng impeachment court.

04:53Ayon sa tagapagsalita ng impeachment court,

04:56sumagot man o hindi, tuloy ang paglilitis.
