00:01A third of the EU is affected by water scarcity
00:17Water pollution and wastewater are also major concerns
00:21Which are being addressed at this water purifying unit
00:25Climate change and high demand of water
00:28For economic use require investment
00:31And better implementation of legislation
00:33To try and address all the above
00:35The European Commission has released a new water resilience strategy
00:40Let's find out more on EU Decoded
00:42Only 37% of the EU's surface waters have a good ecological status
00:48And only 29% have a good chemical status
00:51The continent is the fastest warming region in the world
00:54Due to climate change
00:55Which has increased the number of water related natural disasters
00:59Currently, 30% of the EU suffers from water scarcity
01:03Due to prolonged droughts
01:05Meanwhile, devastating floods cost 325 billion euros
01:10In damage between 1980 and 2023
01:12The European Water Resilience Strategy aims to reduce water pollution
01:17Prevent waste and make water accessible to all
01:21With this strategy, the European Commission promises to help member states
01:25Better implement the 2000 Water Framework Directive and 3 related laws
01:32Let's hear what Europeans think about the public management of this precious common good
01:37The day of the EU can work very much
01:41When we are concerned about the consumption
01:43Every year we can say that we can say that from one or two winter
01:47If it doesn't exist these
01:50We will certainly face problems
01:52And there is a lot of possibility that we are falling in the middle of our business
02:15Euronews reporter Amandine S. will help us decode this issue.
03:11que usan mucho agua fresca,
03:13y también contribuyen a la polución con químicos.
03:17Así que la estrategia abordará esos problemas?
03:21Cuando se trata de la cantidad de agua,
03:23la Comisión está llamando a los Estados Unidos
03:25para mejorar la eficiencia de al menos 10% por 2030.
03:29Así que, por ejemplo, en la agricultura sector,
03:31agua eficiencia puede ser mejorado
03:33por precisión de farming,
03:35drip irrigation,
03:36agua reúne,
03:37o por usar más climáticos resistentes,
03:41según la estrategia.
03:42Y cuando se trata de la industria,
03:44la Comisión está, por ejemplo,
03:46a la agua consumación de los datos,
03:48y también está planeando lanzar otra
03:51public-private partnership
03:52para desarrollar un método de innovación
03:55para la dry-cooling.
03:57La industria y Europa del Green Party
03:59dice que esta estrategia
04:01es far from giving concreto answers
04:03a los problemas.
04:05¿Qué están suggeriendo que se ha hecho?
04:07Es importante tener en cuenta
04:09que los gobiernos y algunos NGOs
04:11critican esta estrategia
04:13por debajo de claras necesidades
04:14necesarias,
04:15ya que es no binding,
04:17y por no proporcionar
04:18dedicado financiamiento.
04:19Así que es un punto.
04:20Segundo,
04:21están estrellando
04:22que la industria falla
04:23a la solución a la source.
04:25Así que están llamando
04:26a la gestión de la gestión
04:27de fertilizas y los químicos.
04:29According a la Comisión,
04:31alrededor de 55 billones euros
04:33se han gastado
04:34en inversiones de agua
04:35en Europa,
04:36pero hay una ganada
04:37de 23 billones euros
04:39para resolver los problemas.
04:40To address this gap,
04:42the EU's executive
04:43will allocate
04:44a larger share
04:45of the cohesion funds,
04:46which are intended
04:47for less wealthy regions,
04:49to water management.
04:50In addition,
04:51the European Investment Bank
04:52will launch a new program.
04:5415 billion euros
04:55will be available
04:56over the period
04:57between 2025 and 2027,
05:00and it aims to attract
05:01a further 25 billion euros
05:03from commercial investors.
05:06Our guest is Hildegard Bentele
05:08from Centre-Right EPP Group,
05:10who shares the MEP Water Group
05:13at the European Parliament.
05:14Welcome to EuroNews.
05:15One of the few concrete aspects
05:18of the European Water Resilience Strategy
05:21is increasing investment
05:24through the cohesion funds
05:26and the European Investment Bank.
05:28Will that money be enough?
05:30Well, we'll see,
05:31because the negotiations
05:32for the budget
05:33have just started,
05:35so it's important
05:36to have the priorities here.
05:37And everybody knows
05:39about the emergency
05:40and about the needs
05:43of investment into the sector.
05:45We have the figures,
05:46so we can react with the budget
05:48and better use,
05:49as you said,
05:50the cohesion policy,
05:51because we have seen
05:52that funds have not been used
05:55even for investment,
05:57so we have to think about it.
05:58The European Commission
05:59proposes voluntary targets
06:01to improve water efficiency
06:03by 10% by 2030,
06:06but there is not a roadmap
06:08or an implementation mechanism
06:10foreseen,
06:11so isn't this just good intentions?
06:14It is a good intention
06:15and it's also,
06:16I would say,
06:17a little bit modest
06:18because 10% is not a lot,
06:20but at least it's on the agenda.
06:22And I think we can do more also,
06:24for example,
06:25through public procurement.
06:27If we prescribe
06:28that water-efficient technologies
06:30have to be used,
06:31we have to take it serious
06:33because the cheapest way
06:35to save money
06:37is to become more efficient.
06:39But first of all,
06:40we have to become more transparent
06:41because people don't know
06:42how much water they waste,
06:44how much water they use
06:45in their households.
06:46It should also
06:47more concrete measures
06:49be foreseen
06:50and even sanctions
06:51for less proactive member states
06:54in terms of preventing
06:56and recovering
06:57from water-related disasters,
07:00whether droughts
07:01or floods.
07:03We have, for example,
07:04the Water Framework Directive
07:06and this is legislation.
07:07If you do not comply
07:08with legislation,
07:09we could sanction there
07:10because if member states
07:11don't meet the targets
07:12of legislation,
07:13they should be sanctioned.
07:14And we have a backlog.
07:16We haven't seen a lot of progress
07:18in the last 20 years,
07:19so we have to become faster.
07:21And I would also see
07:23that the commission
07:24is getting more rigid on that
07:25in the coming years,
07:26also with the strategy.
07:28The European Commission is focusing
07:30on improving infrastructure
07:32and technological innovation,
07:34but environmentalists say
07:36that we need to protect nature more.
07:38They suggest that water management
07:40should include protection
07:42of moors and wetlands,
07:44as well as reducing the use
07:46of fertilizers and pesticides.
07:48You Decoded will continue to follow
07:51water protection efforts in Europe.
07:53Stay tuned.
