A parliamentary committee has heard $1.5 billion budgeted for water and waste infrastructure only covers pipelines for one of four land release sites in Adelaide, but the state government says the funding and timeline are going according to plan.

00:00Still outselling his 2025-26 budget Treasurer Steven Mulligan defended his housing plan to SA Property Council members.
00:11It's all about supply and I think we've been trying to pull every lever when it comes to housing.
00:15But the Property Council says with the state's housing plan set to deliver a vast majority of houses beyond 2028, more immediate solutions are needed.
00:25This is no longer a housing crisis, this is a chronic issue and it's going to be prolonged unless there's interim measures or more levers pulled by the Government.
00:36Evidence to the Budget and Finance Committee confirmed the Government's roadmap is on track to deliver 2,000 homes in Onkaparinga Heights in the city's south by 2028.
00:46That follows last year's injection of $1.5 billion into water and sewerage infrastructure, partly funded by an $80 increase to household water bills.
00:56But water and waste infrastructure for three other sites is yet to be funded.
01:0122 of the 24,000 houses will have no opportunity to be built before 2028 and probably much further down the track.
