00:00We are all here and thriving because of people immigrating from other countries should speak
00:24for itself and the way that our families and communities have been apprehended and torn apart demonstrates
00:34a lack of understanding and ignorance of our history and basic economy and it is basic
00:43human rights.
00:44They are arresting people that are working, they are arresting people at school, at graduation.
00:49That's sad and it's heartbreaking.
00:51We don't feel safe.
00:53We're standing up for the children that can't stand up for themselves or their parents.
00:56We need immigrant workers in this city really badly.
01:00We've just gone through devastating fires, we've lost 14,000 structures and if you look
01:06at who builds this city, it's immigrants.
01:10So this attack on immigrants is very hurtful to all Angelenos.
01:15It doesn't make any sense and by and large they're peaceful.
01:23Since Saturday we've seen a concerning escalation in unlawful and dangerous behavior.
01:35On Saturday LAPD officers made 27 arrests.
01:38On Sunday that number rose to 40.
01:42By Monday arrests totaled 114 and today alone we've made 197 arrests.
01:47I wanted to let the city know that I have declared a local emergency and issued a curfew for downtown Los Angeles to stop the
01:58vandalism, to stop the looting.
02:01Many businesses have now been affected by or vandalized.
02:06Last night there were 23 businesses that were looted and I think that if you drive through downtown L.A., the graffiti is everywhere and has caused significant damages to businesses and a number of property.
02:22Now my message to you is, if you do not live or work in downtown L.A., avoid the area.
02:29Law enforcement will arrest individuals who break the curfew and you will be prosecuted.
02:34Hundreds of officers from police and sheriff departments from across the region and state
02:40are working alongside LAPD through a unified command structure.
02:46The curfew will be in place tonight from 8 p.m. until 6 a.m.
02:51The area of downtown where the curfew will take place is one square mile.
02:56I think it is important to point this out, not to minimize the vandalism and violence that has taken place there.
03:03It has been significant, but it is extremely important to know that what is happening in this one square mile is not affecting the city.
03:12Some of the imagery of the protests and the violence gives the appearance as though
03:18this is a city-wide crisis and it is not.
03:24Of course, the institution is the town of downtown for the килógrafs
03:31and the city says of the city called LAPD- сначала.
03:34It is a city-wide empire house, even one virtuallyen the city of Cookies and Drake.
