00:00As of this afternoon, the Los Angeles Police Department is on tactical alert and in a state of partial mobilization.
00:06These designations are critical tools that allow us to expand our operational capacity to safeguard our communities
00:12and respond effectively to any unrest or unlawful activity.
00:17To the public, we fully support your right to peacefully protest, but let me be absolutely clear.
00:23Those who choose to incite violence, engage in vandalism or graffiti, or attack officers will be arrested.
00:30There is no tolerance for criminal activity under the guise of protest.
00:34And it makes me feel like our city is actually a test case.
00:38A test case for what happens when the federal government moves in and takes the authority away from the state or away from local government.
00:47I don't think that our city should be used for an experiment to see what happens in the nation's second largest city.
00:56Well, maybe we can do this to other cities.
00:58Donald Trump has created the conditions you see on your TV tonight.
01:02He's exacerbated the conditions.
01:04He's, you know, lit the proverbial match.
01:06He's putting fuel on this fire ever since he announced he was taking over the National Guard in a legal act, in a moral act, an unconstitutional act.
01:14But Donald Trump needs to pull back.
01:18He needs to stand down.
01:20Donald Trump is inflaming these conditions.
01:23This is Donald Trump's problem right now.
01:27And if he can't solve it, we will.
01:29Mr. President, when is the last time you spoke with Governor Newsom?
01:34A day ago.
01:36Called him up to tell him, got to do a better job.
01:39He's doing a bad job.
01:40Causing a lot of death and a lot of potential death.
01:44If we didn't send out the National Guard, and last time we gave him a little additional help, you would have, Los Angeles would be burning right now.
01:53Los Angeles would be not a lot different than what you saw take place in California and Los Angeles just a little while ago.
02:01Mr. President, on those Marines, Governor Newsom has described them as political pawns.
02:06I'm curious for your reaction to that and what you see as the Marines' role and what are their rules of engagement?
02:10All I want is safety.
02:12I just want a safe area.
02:14We have, Los Angeles was under siege until we got there.
