00:19nag-highin ang moshon sa plenario ng Senado ang Senate Minority Block para simulan na ang impeachment proceedings laban kay Vice President Sara Duterte.
00:29Sabi ni Senate Minority Leader Coco Pimentel, matindi na ang batiko sa Senado dahil hanggang ngayon hindi pa nila inaaksyonan ang Articles of Impeachment laban sa Vice Presidente na ipinadala ng Kamara noong February 5.
00:45Not only do many believe that the Senate is heading to a no-trial senaryo,
00:51worse, many have opined that simply by inaction or by merely refusing to convene as the impeachment court.
00:58The Senate seems to believe that it can effectively dismiss or defeat an impeachment complaint duly filed and transmitted by the House of Representatives.
01:08I therefore move that we already convene as the impeachment court at this very moment.
01:15We've dragged our feet for several months and then suddenly we tell the Filipino public that we are able to sift through the evidence and exact accountability
01:25from the second highest official in our land within a period of three days.

01:32Kasama sa mosyon ni Pimentel ang pagsususpindi ng legislative business ng Senado at mag-convene na ito bilang impeachment court.
01:42Pangatlo ang panunumpa ng Senate President bilang presiding officer ng impeachment court.
01:47Pangapat, ang panunumpa ng Senator Judges.
01:51Panlima, talakay ng impeachment court ang kaso laban kay Vice President Duterte at gumawa na ng trial calendar.
01:58Pang-anim, ipatawag ang prosecution panel para basahin ng articles of impeachment.
02:04At pampito, isyohan ang writ of summon si Vice President Duterte.
02:09Sinagot naman ni Senate President Chis Escudero ang ilan sa mga naunang napag-usapan sa sesyon, pati ang ilang ipinupukol na puna sa Senado.
02:19Kinustyon niya ang mga panawagan kaugnay ng salitang forthwith sa konstitusyon at agarang pag-aksyon dapat ng Senado.
02:27Gayun sa Kamara, hindi agad na-transmit ng Secretary General ang impeachment complaint sa opisina ng House Speaker.
02:34Nasaan ang probisyon ng saligang batas, disisyon ng korte yung nag-iinterpreta doon na nagsasabing agad-agad niya ang ibig sabihin yan.
02:43Samantalang hindi naman agad-agad ang interpretasyon ng salitang immediately ng Kamara.
02:49Kung talagang immediately ang gusto, edo sana ang sinulat ng mga nagsulat ng konstitusyon, immediately din tayo.

03:23Nung nag-resess ang Senado, tumigil ang trial. Nag-resume sila pagkatapos ng resess.

03:31Binanggit din ni Escudero ang pagbibitiw sa pwesto ni dating Ombudsman Merceditas Gutierrez bago makapag-set ng impeachment trial niya.
03:39Pinagpasahan nila. Resign na pala eh. Wala na tayong kailangan gawin.
03:46Naalala niyo po yung debate na meron pa namang penalty of absolute perpetual disqualification. That was discussed.
03:53Wala pong nagsabi. Hoy, inaabandonan ninyo ang inyong constitutional duty nung ginawa ng Senado yun.
04:00Kaugnay naman, sa posibleng pagtawid ng impeachment proceedings kay Vice President Duterte sa 20th Congress, tingin ni Escudero, mangyayari ito.
04:11Binanggit ni Escudero ang pag-uusap noon ng mga bumuo ng 1987 Constitution na sa impeachment proceedings, kikilos bilang judicial body ang Senado.
04:22Kaya hindi ito dapat apektado ng mga patakaran ng legislative sessions.
04:26Kung tatawid nga ba o hindi, my position is that it will.

04:38Delegate Aquino, because I would proceed, quote, from settled jurisprudence that impeachment proceedings are essentially judicial in nature,

05:06Assuming that the session is adjourned, impeachment proceedings should not, in any way, be affected by the adjournment of the session.
