52:38He's made what he is by his upbringing and his surroundings.
52:42It's apparent that something has gone wrong with the environment.
52:49A great many of these children.
52:50Or we wouldn't have this present delinquency problem.
52:55Adults create the world children live in.
52:58And in this process, parents play the key role.
53:02When children grow up among adults who refuse to recognize anything that is fine and good
53:10or worthy of respect,
53:13it's no wonder that many of these children fail to develop high moral standards
53:19or to distinguish right from wrong.
53:22Their attitude is summed up in two callous words.
53:26So what?
53:30Juvenile delinquency is always rooted in adult delinquency.
53:36And only through general acceptance of higher moral values
53:40can we hope to solve the problem.
53:43The easiest way to bring this about
53:45is through a return to religion.
53:48If all people would join this
53:51back to God movement
53:53and train their children to
53:55respect the Ten Commandments
53:57or other moral laws
53:59laid down by
54:00all the great religions,
54:03we would soon bring delinquency under control.
54:06But the time has come
54:07that we must impose
54:10sterner penalties and
54:11restrictions
54:13against the young lawbreaker
54:15to protect the
54:17law-abiding.
54:20His mere youth is
54:21no excuse for letting him remain at large.
54:25Some young criminals are
54:26just as vicious and dangerous
54:28as older criminals
54:29and lawbreakers.
54:34No young offender should be released
54:36from the custody of his parents
54:37unless an investigation shows
54:39the parents are
54:40capable of controlling his behavior.
54:43If they are not,
54:46his supervision should be
54:47instructed to a more responsible agency.
54:52And in making parents
54:54financially liable for
54:55property damage caused by their children
54:58could be especially helpful
55:00against the wave of
55:01vandalism
55:02which has been sweeping
55:04across our country.
55:07With this responsibility
55:09we're sure that parents
55:10would keep a closer eye
55:12on the kind of fun
55:13their children are having
55:15and that the old-fashioned
55:17woodshed
55:17would receive more use
55:19and
55:19vandalism would decline.
55:21some parents refuse to recognize
55:27the moral obligation
55:28to the child they bring into the world.
55:31When that is the case
55:32you must take stronger measures
55:35to make them realize their
55:36responsibilities.
55:37So you see I
55:41cannot possibly grant your request
55:44for the adoption of the child
55:45of your daughter.
55:47The child must remain a ward of the state
55:49until such time as a suitable family
55:52can be found.
55:54At that time the child will be
55:55granted to this worthy family
