00:17so I don't want to get ahead of Secretary Rubio in how exactly that's going to be developed.

00:23But as a general matter, the policy is going to be
00:26that we're not going to be awarding visas to individuals
00:29who have a risk of being engaged in any form of malign conduct in the United States,
00:34which, of course, would include espionage, theft of trade secrets,
00:38theft of technology, or other actions that would degrade the security of our industrial base.
00:43At the same time, there's a deeper issue here, too.
00:46J.D. Vance has spoken about it as well,
00:48about that we don't do enough in this country to reward and celebrate American genius.
00:54You know, we, in the 20th century, during a period of very low migration,
01:03led the modern world in everything, aviation, space flight, technology, national development, medicine, everything,
01:10using our own genius here in this country.
01:12And so, of course, we want to have an immigration policy that allows, just as we did during the World War II area,
01:21people have specialized knowledge to be able to contribute to our national economic security.
01:26What we can't do is have a system that deprives Americans of an opportunity to contribute to their own country.
01:32And we can't have a policy in America where every citizen of this country,
01:37whether they're looking for a job, whether they're looking for housing,
01:41whether they're looking for a government benefit in a time of need,
01:45has to compete with all of planet Earth.
01:47Because then you're not a nation anymore.
01:49At that point, you're just a world economy.
01:51You're just a world economy.
