01:58It was at the end of the Government Council that the Minister of Agriculture presented the main lines of the National Sheptel Reconstruction Programme
02:08implemented in coordination with the local authorities.
02:12The aim is to take advantage of the last rains to sustainably restart farming while protecting the most vulnerable farmers.
02:20The budget allocated to this program is a total of 6.2 billion dirhams, divided into two sections,
02:293 billion dirhams in 2025 and 3.2 billion dirhams in 2026.
02:36The plan is structured around five axes.
02:39The first axis is debt reconstruction.
02:42Nearly 50,000 farmers will be affected.
02:45The State will take charge of 700 million dirhams to alleviate debts,
02:5050% of capital cancellation and interest on the creation of less than 100,000 dirhams,
02:56i.e. 75% of cases.
02:58Partial cancellation or rescheduling for larger debts.
03:04The second axis is support for animal feeding.
03:08As I mentioned, the price will be reduced to 1.5 dirhams per kilogram.
03:14Food for sheep and goats, 2 dirhams per kilogram.
03:19This support will require an envelope of about 2.5 billion dirhams.
03:24The third axis of this program is the protection of reproductive females.
03:30The State wants to prevent the slaughter of sheep and goats to preserve reproductive capital.
03:36A marking operation will be launched with an objective of 8 million female kept by May 2026.
03:44Direct aid of 400 dirhams per female identified will be given to farmers.
03:50The fourth axis is an animal health campaign.
03:54An effort to vaccinate and prevent will be carried out to protect 17 million heads
04:00against diseases aggravated by drought, with an estimated amount of 150 million dirhams.

26:28that there is a fear
26:30of farmers
26:32to give the information,
26:34to allow the state
26:36to help them in a correct way.

26:42in relation to farming.

26:46and help people
26:48to really have concrete information
26:50and to have a commitment.

26:54to ward off diseases,
