00:00A dual-vessel scientific mission of the BFAR was marred yesterday by a Chinese Coast Guard patrol ship
00:06that used a rough housing tactics yet again in the Sandy Kay area of the West Philippine Sea.
00:11One of the research vessels, the BRP Dato Sandai, sustained physical damage to its bow and smokestack,
00:17with civilians on board at the receiving end of powerful water cannon blasts.

00:25A Bureau of Fisheries and Aquatic Resources or BFAR Scientific Research Vessel
00:33was sideswiped and blasted with water cannons by the China Coast Guard or CCG.
00:38The incident happened yesterday at past 9 in the morning during a marine scientific research mission
00:44in the vicinity of Sandy Kay or Pag-ASA-K2 in the West Philippine Sea,
00:49carried out by the Filipino scientific team aboard BRP Dato Sandai and BRP Dato Pag-Bawaya.
00:58China's Coast Guard Vessel number 21559. This is in OV3002.
01:05BRP Dato Sandai, Bureau of Fisheries and Aquatic Resources are the very official of the Philippines.
01:10The China Coast Guard's aggressive action resulted to damages to BRP Dato Sandai,
01:17particularly in the port bow and smokestack.
01:20The BFAR condemned the latest Chinese harassment,
01:23which marks the first time water cannons have been used against their research vessels
01:27in the area of Pag-ASA case.
01:29Despite this, the Philippine scientific team completed their mission in Pag-ASA case 1, 2, and 3.
01:36The main objective of the deployment of the Bureau of Fisheries and Aquatic Resources
01:40is to support our marine scientific research within the territorial sea of Pag-ASA Island.
01:47The incident happened amid the three-day dialogue on ASEAN maritime security being held here in Manila.
01:53National Security Advisor Secretary Eduardo Año appealed for a consensus among ASEAN member nations
02:00in resolving maritime disputes in the whole South China Sea
02:03in accordance with the 2002 Declaration on the Conduct of Parties
02:08and the 1982 United Nations Convention on the Law of the Sea or UNCLOS.
02:12And we here in ASEAN should be the strongest defender of that consensus
02:19that we no longer want to go back to the time when might is right.
02:25The Philippines, for its part, will stand firm in the formulation of the South China Sea Code of Conduct
02:31but in accordance with the standards of international law.
02:35The goal is to finalize the agreement by next year together with China
02:39with the Philippines set to serve as chair and host country of the ASEAN Summit.
02:44Any proposal or attempt to exclude, sideline or create exemptions to UNCLOS
02:50and the broader framework of international law in the proposed COC mechanism
02:56reflects a lack of genuine intent and sincerity.
03:00We cannot have rules there that would, for example, impair the arbitral award
03:06or impair the right of the Philippines to have resort to the dispute settlement mechanisms under UNCLOS.
