00:21in and around the states, mid-north coast town of Tallinn.
00:25Thousands of residents have been cut off by flood waters while others have lost power,
00:30and businesses have been inundated.
00:33The Manning River in Tallinn surpassed the 1929 record flood level, peaking at 6.4 metres.
