00:23nearly 500 illegal fish pens have appeared.

00:29Experts warn escaped fish can jam the plant's cooling system.

00:33One incident could trigger a blackout across Luzon,

00:36just like what happened in 2013.

00:39The NBI stepped in,

00:41not just to dismantle the fish pens,

00:49Inside, they rescued 10 victims of human trafficking,
