00:00Well, I want to thank everybody.
00:01We just spent two and a half hours talking to Vladimir Putin.
00:06And I think some progress has been made.
00:08It's a terrible situation going on over there.
00:10Five thousand young people every single week are being killed.
00:15So hopefully we we did something.
00:18We also spoke to the heads of most of the European nations.
00:22And we're trying to get that whole thing wrapped up.
00:26What a shame that it ever started in the first place.
00:28So but I want to thank Melanie and for your leadership
00:32in this very important issue. It's an amazing issue.
00:34America is blessed to have such a dedicated and compassionate First Lady.
00:39I would tell you, she is very dedicated.
00:42In fact, if you look at just what I heard,
00:46Putin just said they respect your wife a lot.
00:48I said, what about me? No, they will.
00:51They like they like Melania better. That wasn't good.
00:55I don't know if that was good. I'm okay with it.
00:57I'm okay. I also want to congratulate the First Lady in securing 25 million
01:02in the first fiscal year 2026 budget to provide housing and support for youth transitioning
01:09out of the foster care. And I can say that she loves children.
01:14And you really worked very hard on this.
01:16And you had a lot of help from some friends of mine right here.
01:19And a lot of the senators are here and congressmen.
01:22And I appreciate you all being here. We're also grateful to be joined by
01:28people that are just in love with what we're doing.
01:30It's such an important situation. And commissioners of the Federal Trade
01:35Commission and the CEO of X, Linda Yaccarina. Where are you, Linda?
01:40Where are you, Linda? Thank you. Thank you, Linda. Stand up.
01:44Thank you, Linda. Great job. You're doing a great job.
01:47It's a big deal, right? That's great.
01:51Today, it's my honor to officially sign the Take It Down Act into law.
01:55It's a big thing. Very important. So horrible what takes place.
02:00This will be the first ever federal law to combat the distribution of explicit
02:05imaginary posted without subjects consent.
02:09They take horrible pictures and I guess sometimes even make up the pictures
02:14and they post it without consent or anything else. And very importantly,
02:18this includes for forgeries generated by artificial intelligence known as deepfakes.
02:24We've all heard about deepfakes. I have all the time, but I don't know. Nobody does anything.
02:28I asked Pam, can you help me, Pam? She says, no, I'm too busy,
02:32too busy doing other things. Don't worry, you'll survive. But a lot of people don't survive.
02:36That's true and so horrible. With the rise of AI image generation,
02:41countless women have been harassed with deepfakes and other explicit images
02:45distributed against their will. This is the wrong and it's just so horribly wrong.
02:52And it's a very abusive situation like in some cases people have never seen before.
02:58And today we're making it totally illegal.
03:06Thank you. Upon hearing the stories of so many women affected, our first lady made
03:12stopping these abuses a top priority. And she was given tremendous support because people
03:16she'd go up to people and talk about it. They say, yeah, we know about it. We have the problem.
03:19Can we do something? And she did something about it with the help of a lot of a lot of the people,
03:24especially the political people sitting here today. Among Melania's guests in the gallery
03:30during my address to the joint session of Congress was a 15-year-old
03:35young person, Elliston Berry, whose image was turned into an illicit deepfake by a peer.
03:43Elliston, where are you? Are you around? Stand up, darling. That's fine. Beautiful.
03:50Great. Thank you. That's fantastic. Elliston quickly became a powerful advocate committed to
03:56preventing other girls from suffering the same abuse. Elliston, we salute you and we thank you
04:02very much. And it's an honor to have you with us today. Great, great job you've done.
04:08Also with us are several other brave Americans whose lives were rocked by online harassment,
04:14including Francesca Manny, as well as a South Carolina state representative, Brandon
04:20Guffey and his family who have lost their son to suicide after he was targeted in an internet
04:27extortion scam, of which you have a lot of them. A lot. I want to thank you both for your incredible
04:34work and to reach this important day. Could you stand up, please? Thank you. Thank you very much. Great job.
04:40I've read about it. Thank you very much. It's a real honor to have you here
04:46because there's no place like the White House, I found out. You know,
04:49you have a lot of places and I just left some of the richest places and we loved them and we
04:54they gave us a nice contribution of about five trillion dollars. But
04:59this is a special place. Even they talk about it. So it's great to have everybody here.
05:03Under the law, I will sign in just a moment. Anyone who intentionally distributes
05:09explicit images without the subject's consent will face up to three years in prison.
05:14In addition, this law establishes new civil liabilities for online platforms that
05:18refuse to take these images down promptly upon
05:22request. We will not tolerate online sexual exploitation. And especially
05:28it's gone on at levels that nobody's ever seen before. It's getting worse and worse. And I think
05:32this is going to hopefully stop it and not easy to do. People talked about all sorts of First Amendment,
05:39Second Amendment. They talked about any any amendment they could make up. And
05:43we got it through because of some very brave people, including some very brave politicians in the audience.
05:52I want to thank the bill's sponsor, Senator Ted Cruz. Ted, stand up, please.

06:03Very effective person and friend of mine. Thank you, Brian. Thank you very much.
06:08For their amazing work. And thanks also to the 99 senators and 408 members of Congress who
06:17voted in favor of the bill. Wow. I wish we could get that vote from
06:21other things. We have another bill coming up. Do you think we'll get that vote?
06:25Maybe not. We should, but we probably won't.
06:28But working with our First Lady, we've shown that bipartisanship is still possible. That's true.
06:32With 99 senators, that's incredible. Senator, stand up. Look at that. John, you're here.
06:37Look at all of the senators. This is big stuff. I'm in trouble because
06:41I don't have your names. They didn't give me these names. We have so many. We have half of
06:46the Senate here. Now they're all going to hate me because I can't introduce you. Oh,
06:50we don't have the time for that. I have to get back to Putin and people.
06:54But thank you very much for being here. All of you and congressmen, a lot of them and women
07:00working with our first lady, though, we've shown that that bipartisanship is possible. I mean,
07:06it's the first time I've seen such a level of bipartisanship and it's a beautiful thing to
07:11do. I'm not even sure you realize, honey, you know, a lot of the Democrats and Republicans don't
07:17get along so well. You've you've made them get along and she didn't even know about that.
07:21She didn't know we had a problem. She didn't know we had a problem. She got it. But I want
07:26to thank you. Honey, you've done amazing that this was done when you started. And I said,
07:30I don't know, it sounds like a tough one and yet a very important one. And you got it done.
07:35So I congratulate you and I congratulate Ted, Maria, everybody. Thank you very much.
